Ice/Ice planned build
Possibly get Aid Self before Tough, help with your end until you get EA, apart from that looks pretty good to me you may need more end reds in your toggles but if you arent attacking it probably wont be much of a problem.

Minor quibbles rather than anything else, but...
I assume this build's to be used for PvP? If not you may have gone overboard with Acc slotting on your attacks.
There's nothing in the way of vertical travel powers in there. Without making major changes to the build how about swapping Swift for Jumping (or whatever the Fitness pool jumpy power's called) and keeping all the slots.
The old "less, but more often" debate; you might consider swapping Taunt enhs for RecReds, to allow multiple mob groups to be pulled to you more quickly.
As I've found with my Ice/Ice (currently 35) Hibernate actually is a very handy power - it's saved her <bleep> any number of times (OK, 6 or so). You might want to move it a bit earlier in your build, as when you need it it's a near-guaranteed debt-dodging power.
Slow enhs work really well in Chilling Embrace - mine's 3 slotted (+ 1 EndRed and 1 Taunt) with them, and it gets the mobs down to a sub-Baywatch crawl...
Hmm, not too sure about some of the slotting in there.
For taunt I'd definitely slot at least one of the taunt durations for a recharge, though i'd probably go two recharge one taunt. I also wouldn't really bother with weave, the bonus from it is so poor for all the slots going in and the end it costs.
The main thing that confuses me is if this is a PvE or PvP build?
If it's PvE, there's way too much accuracy in attacks and i'd drop them all to two accuracy and put those as end reducs in toggles. I'd also drop the slots in SS and swift.
For PvP, you're still stuck with the same end problem so maybe put end reducs in SS. You can also drop the taunts in chillinh embrace if it's for PvP. Not sure of the exact mechanics in terms of PvP but taunt aura's are pretty useless in there and certainly not worth spending slots on. Also, as Standoff says, swap swift for hurdle.
A little hard to really comment though until I know if it's a PvE, PvP or mixed build. The attack slotting kind of makes sense for PvE to give you a very quick cycle to help aggro but makes no sense for PvP where simply attacking doesn't seem to taunt other players.
That's the most defensive build I've ever seen.
The biggest problems I see with this build are:-
Glacial Armor is too late. Freaks, Council Galaxies and Vampyres, Croatoan Ghosts, Cabal are all enemies that will really hurt before you get it at 32, as they are ranged pure energy. I would delay Tough for it, so get it instead of Tough or Boxing.
Get Hibernate at level 32. It is awesome, it changed my tanking from fighting +2s and sometimes getting wiped to fighting +3s and +4s and sometimes getting wiped. This was in I5. With a Chilling Embrace slotted for taunt you usually have about 10 seconds of Hibernation before it becomes a problem, although I tend to try and taunt and use my biggest attack before Hibernating. It has saved the life of my tank many a time, almost as many as Hoarfrost. But then I'm not Ice secondary.
Stimulant, I would get it immediately before Aid Self, it is a throwaway power.
1 Question. Why have you got Build Up? You have 3 attacks? Isn't getting Ice Blast at a level when you can use it more important?

It's a PvE only build.
The acc's in the few attacks I have are to ensure that they hit and help to maximise the use of gauntlet.
I agree with the re-structuring times of powers being taken, especially glacial armour.
I might take frozen aura instead of build up so I can mass sleep before hitting hibernate (might buy me some time to not lose aggro)

I doubt that will work, after all if everyone stopping attacking you don't lose the aggro. The problem is when you hibernating and then someone drops an Aoe, they may attack the someone. On the other hand if Frozen aura is a long duration taunt it may work.
Now I've thought about it I would get Ice Blast at 44 instead of Freezing Touch. Ice Blast and Block of Ice act as single target gauntlets, so you can use them with taunt for kiting AVs, something that is very useful in the 40s. Or you can use Ice Blast as a way of getting a single enemy that is targetting a squishy to attack you.

04) --> Chilling Embrace==> EndRdx(4) Taunt(40) Taunt(43)----its nice you could have atleast 1 slow versus dispersion powers like peoples freezing rain or rain of fire or caltrops, if you have icicles you only need to turn this on at herdpoint and ppl can use this as a sign that your ready for them to attack.

The order of powers is a bit ropey to me, i dont know why have tough and even weave as early as they are when you have ice patch, also a hold pre 40's for sappers is nice as well as having a hold at 41. The build up is wasted on your attacks really and id of wanted icicles to be killing whats around me all at once to reduce fight duration. Frozen aura is acceptable when you have control over how the team plays.

I got the two holds (and slotted with duration) for boss/sapper/*insert dangerous single mob here* and taking them out of the fight for a bit and communciating with the team to attack the big chunk of ice first!
I got ice blast as a long range aggro grabber, but maybe taunt will be good enough, not sure on the difference in ranges.
I'd really recommend icicles somewhere in the build - it gives you complete aggro control over everything inside the CE aura, good damage output (helping you to protect the team by killing things faster), and is a toggle, so is always ticking over for gauntlet purposes. It works nicely even with minimal slots (mine is currently 2 end red, 1acc), but I'd suggest at least 3 end reds with the number of toggles you would be using, with other slots if you can spare them for acc/dam.
I found it really helped me to do my job as a tank on my (much more offensively focused) ice/fire, and would be a better pick than buildup or frozen aura imo.

I don't really see the point in more than 1 run speed in Super Speed. After all it stacks with Sprint ( or Prestige Power Quick / Prestige Power Slide depending on preference ) for an extra speed boost.
1 slotted swift + 1 slotted Super Speed + 1 slotted Prestige Power Quick is VERY fast!

I always slot my travel powers, and 3-slot swift. It's personal preference and it's never going to change

I am with you as I am on a lot of things, what i meant was change one to an end slot. For my personal preference no travel power unless sprint on a stone tank will ever, EVER, get more than one slot as the more slots that has to do with actual tanking the better.
