DM/Regen. Build help!
Your probably going to want another attack sooner, I recommend air superiority.
Don't slot SJ for endred, slot it for jump. Just don't run it in fights.
Please, as a fellow DM user, do not slot Dark Consumption and Soul Drain for damage. You need accuracy and recharges mainly, 2acc/2rech/2endmod or 2acc/2rech/2tohit are great. Your mileage may very, but just be warned that the damage is absolutely terrible (they aren't attacks, they're self-buffs) and unslotted the recharge is pretty bad.
If you're pure PVE, you don't *really* need the second accuracy in ToF after FA. It's nice and accurate as it is.
Try and get reconstruction earlier, it's a good move that really helps damage mitigation.
Other than that, it looks a good solid build.

The extra attack power is a problem. I dont want to take Air Superiority because it means dropping another power pool, I suppose I could always take dropkick
You will need reconstruction earlier. Get it at lvl 4 and slot it with 3 heal and 3 recharge SOs. Also I dont think that you will need those EndRed in your attacks. You've got Quick Recovery, Stamina and Dark Consumption. Don't get Siphon Life, it's really a worthless power for a /regen scrapper. Since you are DM yo've got only 3 somehow damaging attacks so you will probably want 2 more attacks from your epic pool. Oh and if I were you, I wouldn't slot IH with 3 heal SOs. IH base regen rate is about 600% (IIRC) and slotting it with 3 SOs isn't necessary. I hope this will help you

Looks pretty good but I'll chip in anyway.
As has been said previously, you won't get much return for any damage enhancements in Dark Consumption and Soul Drain. Personally, I rethink Dark Consumption's slotting: you're /regen with a 3-slotted QR and stamina, I'd suggest no more than an acc or two and maybe a rech in it. You shouldn't need it too often (or at all, perhaps, though YMMV) so that slotting should be plenty.
I'd also highly recommend getting both Recon and ToF earlier - great early game powers.
Your attack chain will be quite slow without another attack but - unless you're willing to go with SS or fly for travel, I can't see a way to fit one in... And jumpkick has a terribly long animation for very low return...
Anyway, the build is good overall, so I'd say you'll be fine.

My only comment is that I don't think You should take boxing and tough so early. I asume You have more important powers to take sooner, like Reconstruction, Stamina.

I have played a /regen scrapper before but was quite interested in the DM side of things.
Intersing thing about reconstruction was when I used it last time it never saw the light of day after level 20 (once integration was available and slotted) so I didnt see a need for it here.
Anyway, I wont redo the build but I will take all your advice on board! Thanks again

Regen isn't the same as it used to be, the emphasis is now much further towards the click heals than the actual +regen.

IH has a base regen rate of 800%, of which 200% is enhanceable. Heals are by no means essential, but they are still pretty useful, giving ~1000% regen.
Any comments? Primarily a solo PvE build. Not really bothered about PvP with this gent.
