Whats a better villian
I don't think Recluse is the oposite of States but that's a long convo I have no interest in getting into.
For me the perfect bad guy is the antagonist who has actual merits. Examples are Magneto/X-men and Doc Doom/ Fantastic Four, mirror images and different versions of the same character I allways found corny.

I'd agree with Brighteyes. It's the villains who have the right ideals, but have got the logic twisted up at some point on the way, that have the most 'effect' on me when reading.
I ment power wise for recluse and states, (MM is dependant on others, tanker is independant kinda thing)
I tell you the truth, im trying to make a villian for one of my characters, and wanted to see what epeople thought was the best as i can't
In the comics the interesting conflict rarely comes from the powers. It's always people opposing one another for some reason. The powers are either inconsequential or merely secondary to the conflict.
If you're looking for a challenge consider what is your hero's weak point and give your villain an exploit. If hero isn't ranged, make the villain that. If the hero has only super speed, give the villain the ability to strike from high. And so on.
Altho i agree, i always like the charcters that had the similar powers but fought because they had different opinions on how to use them, because the character has to then fight a dark or "what if" version of theirselves, and often the hero thinks "could i do that?" Or "I have thought of doing what that guy does, can I? Is he right and im wrong? Does he she have a point?" Also this game is based around powers.
My heroes weakness is control and that is my villians strenght.
I think it depends on the hero as much as the villain.
What you need is someone who will have interesting interactions with the hero. Fire and Ice are an interesting combination, because fire can melt ice, but ice can potentially smother fire.
Bear in mind that Statesman not only has Recluse, he ALSO has the Reichsman, for example. There's room for more than one nemesis. Also, if you have more than one villian, you can also have interesting interactions between the villians.
And tyrant.. but i don't really see the differnece between the 2 as one is just evil states and the other evil german states?

A complete opposite, (superman/lex, lord recluse/statesman) or mirror image/same power (green lantern/sinsetro, pryo/iceman) or a differnet version of yourself (kal-el/kal-l,states/tryant)
