If you do the paper missions, the brokers give you special missions every 3 (or 4?) newspaper runs you do, and they give you other contacts to see.
I think that's my understanding of it, since I have no 30+ villians. :/
i kno but these arent a lot of exp imo..
Well, the only other alternatives are Warburg missions or SFs =)
It's not a race y'know, you'll probably find with a big team and just doing those kind of missions that you'll fly to level 40 in no time 
Are you sure you're out of missions? Got all the unlockable contacts?
Have you done all the hidded (badge required) contacts? As I was still doing my missions ages after 40 to get all contacts clear for I7?

Im 37.5 now and out of missions,when I came back for issue 7 I hoped they added at least a new 35-40 contact,but alas,they did not.Now im still forced grinding 37-40 or do them paper missions all the time...
isnt there anything at all i can do?
