Hello, I'm a fire/kin, looking at epics, and I'm thinking, what would a 3-slotted to-hit debuff smoke, on top of a 3 slotted def stone armour epic, give to me in terms of defence overall? Just a general question, doing freespecs on test.

Oooooh, no... fire/kin is about offence so go either Fire or Psi.

Not sure how effective the Smoke debuff is, my Fire / Rad skipped it.

With i7 Fulc Shift + Ice Storm is valid.

So Ice Mastery might tick all the boxes for you. Frozen Armour is +defense so theres Smoke synergy and you get the insane AOEness of Fulc + Ice Storm. Plus Fire Cages to stop them escaping. Nice. Then all you need to pick is if you want Ice Bolt or Hibernate.

According to Foxmaiden's Fire Guide (clicky), Smoke gives a very small acc debuff (less than 10% was mentioned in a previous version of the guide) making it "mainly useful for stealth". Frozen Armour gives 20% resist to cold and 13.6% defence vs S/L (unslotted) according to SherkSilver.
