Just a couple of things:
Lingering radiation's slow is very strong as is. Slot 2 acc and 3 recharge.
AM: 3 recharge and 3 endmod is well worth it
Proton Volley: If you're intent on using this, 2 acc, 3 dam, 1 interrupt is good
Don't bother with Health since you have an OK heal
Maneuvers and Tactics are both end heavy. 2 endredux in each is easiliy enough. Also, I'd personally take assault instead of maneuvers but it's your call. I'd be tempted to ditch both and take something else.
If you can take Aim, then slot EMP with 3 Endmod (for PvP with powerbuildup) or 3 hold and 3 recharge.
Do you really want Neutron Bomb? It may look cool but it does horrible damage, has a huge end cost and pants animation time. I'd only consider getting it if you were going all out on the AoEs.
If you can shuffle things about, it might be worth looking at getting the leaping pool powers, for acrobatics. It's nice to be immune to knockback, and the little bit of hold protection helps. Combat jump is a great power too. Hasten is good as it brings AM up faster.

OK, a quick analysis
As cool as green laser eyes is, drop x-ray beam. It's not that good compared to Neutrino Bolt and the two don't chain well.
If you're taking Choking Cloud take Irradiate too. The defence debuff from Irradiate is fairly hefty and it'll turn chokcing cloud into an awesome PvE power (with enough hold/endredux slots).
If you're in the thick of things trying to get Choking Cloud to work, it might be hard to use Proton Volley. You could probarbly afford to drop this and take Cosmic Burst earlier. Even if you keep the snipe, take Cosmic Burst earlier, it's awesome!
I'd think about swapping around powers so you take LR earlier and EF later, simply because EF is such an end hog when you only have TO/DOs.
Whoa, just noticed something. Take RI first! The defence debuff will make life much easier for you.
If you can shoehorn it in, acrobatics will be really good. I found knockback was a real pain in the later levels. For one, it messes up Choking Cloud positioning. The build might get a bit tight at this point
Personally, I don't think taking health is worth it when you have a self heal and so few hp. I'd go for sprint instead.

Given the complete Mess that AVs are in at the moment as soon as you get Lingering Radiation you can expect a massive influx of invites from level 40-50s...
And fallout suddenly becomes a heap more attractive given the massive debuff it does...

I don't think you can get AM prior to Lvl 4, so you may want to swap that around with RI
Other than that it looks very much like my Rad/Rad defenders build that I've been respecing since Issue 2.
And yes, the torpedo noise really does make the set complete

Fallout and Atomic Blast? You are teh crazy! If I were you I'd drop one and get combat jumping, unless you're pouring a few slots into hurdle.

Yeah mate yesterady i got my first invitation to kill an AV, Evony Shadow was the chossen one... Its nice to be the main actor for once... Just joking...
Well, i've respected the character, I droped Proton Voley and Neutron Bomb and took aim and Electron Haze instead... And have reslotted all the powers as per youyr suggestions... The result is quite good...Just one big BUT... I've got Leadership pool, i've tactics and maneuvers slotted with 3 def (or 3 acc) and 1 end red...And I'm running out of end too often... Since my toggles are much more significatnt for me than the leadership pool, i'm thinking on re-respec the character and drop these too powers...What to choose?
