I would say Pirate Ghosts beacuse they were there pirating about while alive, before Arachnos arrived. Ghost pirates might have just decided to haunt that spot because its pretty 
I'd say both... I mean, they ARE the ghosts of pirates, hence pirate ghosts is accurate - but 'Ghost Pirate' is a common term for the ghosts of pirates, so that fits just as well. So yeah, it's not an 'or' question.
