I'm guessing that this is mainly a PvE build given the slotting and the fact that you're keeping both Flash and EM Pulse (both skippable in PvP), right? I think that you might be spreading out your enhances a bit too much and not maximising the potential of a few "key" powers. Some suggestions below:

- Spectral Wounds: your main attack for a while, so slot 2 acc 3 dmg (a recharge if possible)
- Blind: your main hold for a while, so slot 2 acc 2 hold 2 recharge.
- Sup Invis: the DefBuf is not really worth it, so slot 2-3 endred instead.
- If this is a levelling build, I would take Enervating Field sometime in the 20s. And Accel Metabolism much earlier (also try to slot 3 EndMod in AM too if possible).
- PA: make sure you have 3 recharges in it, then 0-1 acc and 2-3 dmg.
- Lingering Rad: I would swap the EndRed for a Rechg.
- Spectral Terror: 2 Fears are nice, but really mainly needed for PvP.
- Choking Cloud: I ended up dropping this since it's a major end hog and a bit unreliable for my liking. Try it and see.
- Phantasm only needs acc (1-2) and dmg (3).
- Deceive: if you want to take it, do it much earlier. It helps a lot in the 20s when you start facing (de)buffing mobs. 1 acc is enough for PvE since it doesn't draw aggro. I wouldn't bother with an endred.
- Health: I will keep arguing that Health on a squishy is a bit meh (especially if you have a heal) and certainly not worth 3 slots.

Do you really need 4 Recharges in Hasten?

You need to six slot your hold. The optimal PvE slotting is probably 2acc 2recred 2 duration, but it's up to you. You just need 6 slots in it.

Swap one of the defdebuffs in RI for a tohit. That power needs 3 tohitdebuffs in it, without a doubt.

Four recharges in hasten? Just don't.

Superior Invis doesn't need defbufs. Just slot it for a couple of endrdx and leave it.

If you're taking swift, and are going to run sprint as well, you only need one runspd in SS to be at the cap (1x runspeed SO in each power, obviously). Swap the other runspeed for an endrdx.

Don't slot health. Just don't. Seriously.

PA needs 3 recharge, since they need to be up as often as possible as they're your alpha-strike takers for AVs and such. They don't need any accuracy, since the base is pretty high already and you're only going to be PvEing. 3dam3recharge.

You're taking AM WAY too late. AM is a take-ASAP power. It also needs 6 slots, 3 recharge 3 endmod.

Don't put slows in LR, you don't need them. Instead, go 1 acc 3 recharge. This helps you solo stuff (and I know you, of all people, will) since it's -regen.

Spectral Terror only needs one slot. It has a stupidly high accuracy, so it won't miss in PvE. Make it a feardur, just because you can.

I wouldn't have taken Choking Cloud, because I think it's pants. I guess that's down to personal preference, though.

In PvE you could probably get away with just 4 slotting your phantasm - 1 acc 3 dam. It definitely doesn't need recharges, since it'll last forever and you can only have one out at a time.

Decieve only needs 1 accuracy, really. The animation is so long that it's up at about the same time as you've finished using it. The duration is good out-of-the-box as well, so don't worry about that. It's very situational, so you don't need to use it all the time IMO.

I'd probably stick another recharge on EM Pulse. Personal preference, but I like my AoE controls to be up as often as possible.

You need another damage in Power Blast. Either swap the second accuracy in it for a damage (since you're all PvE and stuff), or put another damage slot on there.

Put 3 damres on Temp Invul. It'll save your life vs fun stuff like KoA and Malta.

If you want a fun power to take at 49, get Fallout. It's brilliant to use after your friends have all died :P

I disagree here. In PVP 1-3 range enhancements make Spectral Terror very nasty .

Except that Range doesn't affect the pets own range, only the range you can actually cast it at.

Also, Raz doesn't PvP. The advice I gave was for PvE.

Thankies all for the comments/advice, I'll look thru my build and attempt a refit, and see how I turn out with it.

New build should be up shortly.

personally I dont think 2 accs are needed on blind, blind already got an +20% (iirc, not sure bout exact number) acc bonus, combined with rad's def debuffs, 1 acc should suffice. Also seeing it recharges pretty fast, especially with AM, I'd slot it 1 acc, 3 hold, 2 recharge. Pre-HO on stage that was my slotting and never had probs
