Help With A Build (please)
That build is made with both teamplay and soloability in mind, and designed to use CE as the main aggro management tool. If you want more team-focused build, you should propably move taunt in earlier.

Cant comment much on axe, but played two ice tanks up to lvl 31 (now deleted) and 24 (waiting for issue 7 )
Hoarfrost i would six slot 3 recharge reducers, 3 heals asap.
Get chilling embrace as soon as possible it is the defining power of the set. Only really needs end reducers (slow enhancers dont reduce recharge speed but I have found putting one in helps with managing aggro a bit)
Wet Ice means almost complete mez protection. I think I have been mezzed twice with my two toons in total (except when i forgot to put it on ) and that was with large numbers of CoT madness mages pounding away at me. It probably isnt needed till teens, but you will need it by then def.
Permafrost is very very skippable.
Icicles is also something I would put off until you have robust defences.
My personal opinion, although this is highly debated, is taunt is a must by the mid 20s. I got taunt at/by lvl 10 for both toons and have always performed considerably better for it. If you want to be popular and get gasps of appreciation, get taunt. It doesnt even need slotting.

My Ice Tanker is in his 30s now, and I can recommend MaX's build, at least on the ice side. You'll want to get Frozen Armour, Hoarfrost, Wet Ice, Chilling Embrace and Energy Absorption pretty much as soon as they become available. They build up into a very solid core of defenses with a bit of nice utility. Glacial Armour's important but I think it can wait 'til your early twenties if need be, but I'd recommend getting it certainly no later than that. I was starting to feel its absence about the time I picked it up at 22. Circle of Thorns can be an early pain before that, but it's avoidable.
Hibernate and Icicles I both happen to like, but I can see how someone would go the other way on those. Icicles takes some slotting to get good but has a pretty noticeable effect once that's done. I think it can wait 'til pretty much whenever you feel you want it, if you want it. Hibernate is the ultimate escape power, it's a slow recharge to full strength in an impenetrable shell - you can escape, recharge your batteries, and resume the fight pretty quickly without ever taking a step, and the animation is pretty slick. I took it at 32, I'd recommend it highly.
Permafrost is the only ice power I don't have. Fire is a threat to me, but not a massive one - I have some protection from fire and huge protection from cold anyway, and I can slot Frozen Armour for resistance if I wanted more before spending another power. I think Permafrost helps with something odd like slow as well, but so does Wet Ice.
Early on I found Ice to be pretty power intensive. You really need the healing and pseudo-resistance from Hoarfrost, you can't skimp on the armours, and chilling embrace really is the soul of the set. The good news is that it's not very intensive on the slotting. Chilling Embrace can benefit from a bit of added slow (I did the same as MaX's build on that issue) but it doesn't exactly need it, and Wet Ice is fine with the single slot it comes with. I spent most of my early power choices on defense and many of my early slot choices on offense. It seemed to work out OK.
As far as slotting Hoarfrost goes, I found that getting three recharges in as soon as possible was important, but I think the heals can wait - simply because nothing that early is likely to be able to take you down when Hoarfrost is running, even without heal enhancers in it. This'll start to change as you get higher, so you will want to add 'em in by your mid 30s or so, in my opinion.

I'd recommend jumping as your travel power because it's an easy way to add defense by taking combat jumping. Combat jumping is incredibly cheap to run, a small but helpful buff and unlike Hover it won't slam your speed or endurance pre-22.
All I can say is make sure you get both Cleave and Pendulum with the Axe. Both are very powerful (Cleave being the most damaging in the entire set). Gash, Chop and Beheader gradually increase in power and recharge time in that order so its up to you if you want quick/weaker or slow/stronger attacks. However the recharges are a bit slow on all Axe attacks bar Gash anyway so there not much difference on that side of things for those three. Swoop is a great soloing attack with more great power on a single enemy. Whirling Axe has the same weak power as Gash but it can be good for a team by keeping a group busy.
Maximillions build looks fine to follow quite frankly, but you could push taunt in at ten and glacial armour out to 22 and follow the rest from there. But still get a hold like char at 41 (i think its very important to have one).
I use taunt to herd with mostly and i hate the idea of a blaster doing any pulling or anyone else actually.
Putting icicles in instead of a single target attack aint bad either when you consider its as good dps as any of the first 4 attacks. By that i mean as you cycle one of them over a space of a minute except that icicles can also hit upto 10 at a time so thats effectively 10 times the dps and be of much lower endurance cost across that minute, rather than having two attacks to start with and attacking foes one by one. Great for team tanking lower levels imo not so much soloing as you may not be able to herd upto ten and be able to stand there for that long a time to drop a mob with it and repeat it over and over but 3 or 4 foes could be easy enough.

Seconded. There is simply no way you can miss CE as soon as it is available. IMHO it is the best power of any tanker set all put together (even Granite).
If i ever see an icetanker without chilling embrace i'll go kill a kitten myself

Swift will speed you up during missions more than hurdle and if you find something you need to jump over you can just turn SJ on for a sec.
IMO Hurdle is useless without Combat Jumping. Hurdle gives you a long/fast jump but no air control.
Hurdle and Combat Jumping is interesting, it gives you really good mobility and speed in missions but could be against your concept ( for my Ice tank, Hibernal flea it is completely in concept ). Using CJ and Hurdle in combination with CE allows you to completely jump rings around the enemy at low levels, later on ( 26 with Energy Absorption ) I've found I don't use that much.
I don't have it on my Inv/Fire because Hurdle + CJ means you lose some fine control in melee, ie jumping over a single enemy in a spawn that are attacking you. With 2 PbAoEs I need the fine control.
I would recommend getting Hurdle and CJ, Hurdle + CJ is faster than swift providing you don't mind bouncing everywhere. If you do mind jumping everywhere get swift.
