Greetings to a fellow scot 
You will want both hide AND stealth (from the concealment pool). Some heroes can still see you (ahem..) but this should work out a LOT better than just hide.
My MA IDs:
Fiend Space: 211464
just think of it like this
Hide = 1 stealth power
Steath = 1 stealth power
1 stealth power can be countered by 1 +perception power for example a hero with tactics can see a stalker with just hide. However a hero with just tactics cannot see a stalker with hide + stealth as they stack and augment each other. Having the 2 stealth powers means a hero needs 2 +perception powers and there are some builds that you can attain this with, SR, DA and Devices as far as I remember, if they have tactics and their other +perception power running they can see through hide and stealth.
Also an empath using clear mind on heroes lights up stalkers like christmas trees.

You can also get grant invis and team with another stalker who should have concealment pool and grant invis, stealth,hide and invis I think reaches stealth cap.
With Nin's -perc power you would make a great team.
Solo though I would live by one rule... dont bother to try to kill an Ice/SS or Ice/EM tank running tactics and FA

surely you mean glacial armor but yeah, most stalkers should stay away from empaths spamming CM and ice tanks (well, kill the empath, stay the hell away from his teammates 
)
and to your question, I have yet to meet a EM stalker that can take down my ice tank solo

bah if the EM succed in stuning it nothing can resist along time to BU+placate+AS+ET
in fact when a AT that rely in strong def fight one that rely in strong damage, thereis a fair part of luck in the result
apart from the fact wet ice is a great mez resistance and an EM has to work hard to stun

still would be hard, it either has to overcome stun resistance or be lucky to drop and stun before tank reactivates.. still would see an EM vs Ice in the ice's favor

I think, from experience as a Katana/SR scrapper, that some sets have added perception? Quite possibly Agile in SR gives me plus perception but not sure. Someone more technically minded would have to verify this.
And I'm pretty sure other powers such as Steamy Mist help. Again not sure, but just putting in my .05 inf
steamy mist dosn't stack with hide+stealth also other powers like shadow fall do not either.

yeah they do, im not exactly sure of the complete list of powers that got +perc though, thought WS shadow cloak and one of /DA powers had +perc. One im sure of is Ice Armor's Glacial Armor though
