what, no confusion powers, why not?
Anyway, I like your build, vey thoroughly looked at, but try to fit mass confusion in there, it's your best attack by far, what is better than watching a big mob kill each other.
Combat jump is your lowest end consuming power you have and you slot it for an end redux, its also seriously poor defense and you have added defense slots to it to add a paltry amount of extra defense rather than place the slots elsewhere for extra offense. Sometimes extra offense is better than defense and in combat jumps case it simply has to be true. If i take it, its to resist immobilisation.

Can i just point out that maneuvers is only 2.% def unslotted and 4.3% 3 slotted with def SO enhancers.
For the slots it takes to get measly 4% its not worth it when you could use those slots on something else to greater effect.

6-slot terrify, get and slot mass confusion (6 slots) and confuse (4 slots).

I can see your reason for the manuvers + combat jumping but be aware that with both running you are only getting 7.8% defence to all execpt Psi. So I would sugest moving the slots to other powers and dropping manuvers. Getting your confuses will give you 100% damage mittagation
I've just got to Level 38 with my plant/psi dominator and taken Psychic Shockwave It's a great power and I find it recharges very fast so I very much doubt you'll need 2 recharge SO on it, I'm not sure about the stun chance on it so far (it does not seem that good ) so I'm currently looking at ether 1acc 3dam 2stun or 1acc 3dam 1stun 1endred
Also I think you'd be better off moveing the damage enhancements from Pis dart and onto Levitate
I'd also consider swaping Levitate for Mesmerise

Levi is the only good smash/lethal damage power you have.
I'd drop total Dom for Mez tho..total dom is to short.

I'm getting the BS Patron armour (+DEF) to stack along with CJ and Maneuvers.
Confuse isn't as effective as I'd like in PvP, especially mass confuse. And I hate the length of the activation time on confuse.
Note: at the moment I have every primary power and have played with them for the last 15 levels so I know how each of them play, in PvE and PvP.
To be honest, Group hold and single target hold are enough to lock down mobs in PvE, with the odd Terrify and TK thrown in controlling isn't much of a problem. I'd rather lock down a mob and start helping out with damage than trying to confuse, sleep etc. the odd minnion that got away.

Sure, maybe enough for locking down, but if you want to contribute damage-wise you need mass confuse and terrify slotted.
What use it mass confuse if they're all held
Though I agree with terrify, I'll slot it for damage.
