are u playing a pvp or pve AR/Dev?
Mostly PvE. I do some PvP but generally I get fed up faceplanting every time a stalker gets close to me.

Hmmm i am playing an AR/Dev blaster full PvP spec with a stalker hunter build...so i cant help u on the PvE part..however lose the taser is one of the really worthless powers.
Interesting. I would be curious what your build is like as the chance to face plant a few stalkers for a change sounds good.
I took taser because with taser and beanbag I can mezz a boss which beanbag alone won't do.
On the Dev side:
I'd agree with the taser comment in general but if you can pull off the beanbag/taser mezz, might be worthwhile 
IIRC, the +def from cloak isn't all that high to begin with, not sure if it's worth 3 slots...
I'd get caltrops earlier and slot a little more for slow - might help with the boss mezzing, less being attacked to worry about? But that depends on your playstyle.
Fly without end reducers... well, be careful!

Oh yes it does if it's running targeting drone and cloaking device. Those two powers should have at least one (preferably 2 in cloak) end redux's each.

i got 1 in cloak and 2 in targetting drone (for exemping pre stamina) but i think targetting drone has the higher eps anyway. 1 acc in all attacks is still needed i think with targetting drone otherwise its those recharges making up for some missing and as a squishie blaster i sometimes cant afford to miss. I'd take the 2 def buffs off cloaking device as it keeps you from defiance and not by much neither add 2 end reds to targetting drone and change the remaining def buff in cloak to an end red.

A quick check on the hero planner tells me you're correct. TD costs 0.286 end/sec compared to CDs 0.238.

tazer , Beanbag ,turret , full auto : i wont take them.
With caltrops and web grenade u can hold many situations.
u lack Ignite , its 30 x hits Dr is awesome and easy to put with webgrenade and/or a controler (add cryorayon and u re in ).
Hover and Flight no . I would go to superspeed to stay at distance of mobs (ie : snipe distance) or to escape easily.
Combat jump + super jump + acrobatics missing. A blaster rooter or hold is a dead one. and the projections are annoying for us too.
Another auxi useful but very optionnal is aid other+ self heal. especially if u dont slot in heal your health regen.
auto turret and full auto are said to been nerfed seriously and are not very useful nowadays ( full auto old you for 6 sec and aggro a lot making you a rooted target..) and the auto turret, not sure but as u dont choose its targets...
my opinion as AR/Dev soon in respec too
Auto turret is useful in a long fight to dsitract things. Doesn't do a lot of damage. Sort of like a stationary pet if you like. It would be a lot more useful if it could sprout wheels or legs and follow you around like other pets but there you go.
