Rad/Rad PvP Support Build?
Just a reply to one part of this, really, as I don't have enough experience on the other points...
My Ill/Rad has Mutation, picked up for PvE, but I've used it loads the few times I've been in PvP zones with her. Generally, people just go to the hospital, but if you have a group fight going on, having someone back up at full health AND buffed can turn the battle right around - if everyone you're fighting has lost HP and is low on endurance, having one of your teammates suddenly back in action can do them in. If you wait for them to get back from the hospital, it might be too late.
It's not a must-take or anything, because you can always just regroup your team and head back in with no real loss, but it's kinda fun to Mutate a blapper in the middle of a distracted and injured enemy team. I'd imagine it could be even funnier if you'd hit them with Fallout first, but I've not tried it myself.
Edit: Also, one quick rule of thumb for PvP - you'll most likely want two accuracy SOs in anything that needs to hit. Base def was upped in PvP, and you'll run across people with def buffs or using high-def powersets.

couldn't agree more. You have only one acc in lingering rad. When facing regenners and the like, you really DON'T want this power missing. Slot it with a minimum of two accs.
My ill/rad has LR slotted: 2Acc 3 rch 1 slow. With AM and hasten it's almost perma.
Also mate, i'd get an end red in your RI. When running both EF and RI, these can really chew on your end. So maybe; 3Acc debuff 2 def debuff 1 end red?
As for mutation, i'm not with cybercel on this one. Any rezzing power may be useful in zones, but is a waste of a power in the arena.
Apart from that, all is good . Well, unless the great Cherry has something to add?
Oh and also i've ended up ditching emp pulse for pvp. shock horror. Just nowhere near as effective as it once was!
Thanks for the advice. Think I'll try and keep Mutation in the build then, unless I find out that Choking Cloud is a fantastic PvP power (honestly can't think of anything except Mutation I'd drop if I had to take CC).
Thanks for the accuracy tip as well. I was kinda hoping Tactics with Aim and/or Build Up would take care of hitting stuff (especially before something like EMP or AB) but maybe it's better to be safe than sorry. Doubt if I could get away with using Aim, BU and Vengeance before Fallout more than once before the opponents would scatter as soon as a team member went down .

Which is a difference between Zonal PvP and Arena PvP - if you're going to spend more time in one than the other, I'd decide whether or not to take it based on that.

Thanks for the tips, I've changed the slotting on RI and LR. So do you reckon Choking Cloud would be a better pick than Mutation? And is EMP really that bad now? I was thinking that with Build Up it would be pretty good.
I was definitely thinking more along the lines of PvP Zones (never really like the Arena tbh) so would that make Mutation a good pick again?

If you can get your teammates to stay dead long enough to use it on them, yes.
I've been on both sides of the Mutation coin - had it used on my Blapper after he fell, then went on to take out the 5 villains who dropped me. I've also had to high-tail it after I dropped a Blapper with my Brute, and his Rad buddy rezzed him next to me.
Personally, I'd take Mutation if I were planning on creating a support build; I'd think about taking Choking Cloud if I was making a more offensive build. Both types of Rad defenders are dangerous, in their respective ways. I wouldn't take both nukes either - actually, I wouldn't take any nuke, but that's my personal preference - but I would fully slot the other attacks you have taken, Cosmic Burst is a nice skill.
You don't really need 2 Acc in each attack if you're constantly running Tactics - the only problem is, you have to make sure that Tactics is always on. (Tactics+1 Acc > 2 Acc.)
I would throw some more slots at Fly though - for a Stamina-less build, I'd always advocate 3 EndRdx, 3 FltSpd - possibly grabbing some from Grant Invis, which isn't that great a buff.

Should be fun trying to get them to stay dead long enough for Vengeance, Fallout and Mutation then .
Took your advice and dropped Atomic Blast (was a bit iffy about taking it anyway given the end-crash) but kept EMP since it may be handy to have in a pinch.
Picked up Total Focus instead (I know it has a horrible activation time) since I thought it's Stun coupled with Cosmic Burst might make a nice combo (until they pop a Break Free that is, but what can you do ). Plus most of my other choices were toggles and I think I'm probably pushing it end-wise as it it. Anyway, new build is...

Could only fit in 1 Flight Speed but I can live with being slower if I can stay flying longer .
Seems a nice tight build that does the job it wants to do.
I would consider possibly adding an end drain to empulse if you have space, combined with power build when a toggler is low on end they rarely expect that last bit to suddently vanish when theres no kinetics/electric around so you can catch them by suprise detoggling them allowing your team to pounce on them while the pop a breakfree from the hold.
Thanks, I hadn't even considered the end-drain side of it. I guess a 52 second hold is a little over-kill . I imagine it'll either be a 2 second hold thanks to break frees or (hopefully) they'll be long dead before the hold wears off.
I'll try swapping out one or both of the holds for end-drains and see how it goes.
Now, does anyone actually PvP on the test server (since it finally seems to be back up)?
I've been away from CoH for quite a while (been back playing CoV just recently) and haven't played Nuc in a very long time (she still has her pre-ED build). Since she has 2 respecs knocking about I thought I'd try respeccing her into a PvP build (I have very little PvP experience so may have made a complete mess of it
). I basically thought "What if I maxed out all her debuffs/buffs and team friendly powers and played her as a support character?" since I played her more as a debuffing offender in PvE.
) so lag can be a factor. SS is my least favourite so I hardly ever pick it.
but would that be over the Defender damage cap?

Travel Power: I chose Hover/Fly because it's what I'm used to. Thought about CJ/SJ and Acrobatics but is it worth it for a Mag 1 resist? TP was temping for using Recall Friend to position corpses for Fallout but, are people going to wait around for me to TP them and blow them up? Also I play on dial-up (don't laugh, please
I know Vengeance/Fallout aren't very popular in PvE but I can see them having uses in PvP. According to Hero Builder with AM, Assault, Aim and Buildup Fallout has a BI of 60.3!
Choking Cloud/Mutation: Do people use a Rez in PvP or do they just go to the hospital? I know Mutation has a buff on it but would it actually get used? As for choking cloud, I never really like the power in PvE but can see it being useful in PvP - has anyone used it or know if it's any good?
Finally, I didn't pay that much attention to the order of powers and enhancement slots since I was focusing on a level 50 build (without Conserve Power I doubt if this character could function without Stamina).
