Martial Arts/Regen PvP Build
Philo, you might want to put the tohit buff in focussed acc instead of tactics. Scrappers get very little from tactics while FA has a very high base.

I'd stick a couple of ranges in tp self, you don't really need the endred as it's more of an escape power than a travel one.
And I'd choose stealth instead of leadership pool, phase for when things get really hairy, and stealth/invis for general snooping and legging it.

As a many pvp build stamina shouldnt be an issue.

These are two personal choices Aid other for the badges only and I love revive personally against pve if they have the audacity to kill me I wanna get straight back up and kick their a$$ and in tough mishes i can keep up the good fight without having a tray of awakens, also in the pvp zone if someone kills me but only has a little slither of health left rezzing to practically full health and end will be v nice

In pvp you can never have enough Endurance, so my tip would be to pick Health and Stamina and 3 slot both.
Focused Accuracy is a must for a pvp build, the tohit buff is amazing and you get a huge boost to Perception and a resistance to tohit debuff that's always nice with all those Stormies ramapaging out there.
Resilience gives minimal bonus to the res (5.6£ unslotted, 6.9% with a SO and 8,8% with 3 SOs)so I would save the slots from there.
I would try and fit Tough in for a pvp build because you'll get resistance to 2 of the most common attack type in pvp(broadsword, katana, martial arts, spines, a % of the Energy Blasts damage etc etc..)
Personally I think the fitness line is a waste of powers for */regen. I always preferred to go for the toolkit of useful abilities giving flexibility, rather than trying to max out numbers, as you will always find a PvP situation that messes those numbers up
It very much depends on the style of PvP though - either zones against villains or arena matches. You aren't going to meet any storm powered villains (the most you'll have to deal with is cold, rad or dark). And even so, group vs.one-on-one can differ greatly too.
I think that the more the merrier, having added regeneration and recovery in PvP is essential, because everything is based on how many powers you can fire off and how many hits you can take..

I cant say I would ever regard fitness pool useless. On any set. As for regen what is the point of having a power that is supposed to be well powerful on end and health when others get stamina and are not much slower than you? Fitness hammers home the regen strong suit.
I do get what you mean about mixing pools up though for that well balanced as you can get build.

Didnt you know Empath that you are required to stand still and let a person hit you when he uses build up. Infact the only way to PvP is to get 2 people to stand next to eachother and use their attacks until 1 of them is dead. You ofcourse have to wait if 1 looses any toggles cause its unfair to hit a man without toggles.

I made PvP in games where skill is required(like WoW and Ultima Online pre-AoS), I wasn't uber but I lost quiet a lot of time PvPing and that was really a challenge of skill, where everyone had the same potential but only those with more skill were strong, here you can pick the uberest build and even in the hand of a mediocre player they look awesome.

I've beaten Ill/Rads, Grav, Fire and Mind /Storm Controllers. Ice/Energy Blasters. And many other PvP builds.
What is there left to beat then? Is Spines the ultimate PvP build? I've been beaten before by not-so-uber PvP builds as the above.
What's the biggest PvE challenge in the game? Hamidon? Give me a break all there is to that is getting enough Controllers or ripping the latest strategy off of the yanks.

I never said PvE needs skill, but that doesn't mean that for PvP it is required.
Skill is having the same 'build' and having other people around the world have the same potential as you and still being superior.
Skill is not having the most acc/perception/dps and hitting the button you need.

Uhmm...I think I always expressed myself bad when talkin of this subject...
Lemme try again..
Even in this game you have to know what to do, when and how, to beat your opponent despite the build, but anyway the build helps, a lot.Using a build in the right way can be classed as skill, no doubt.
But IMO the skill of a player that wants to do PvP is seen only when you have the same potential as the other.
In games that are like the old Ultima Online everyone had the same hp, weapons etc..but it was the skill that made a good player beat a newbie and where a newbie had little to no chance against someone that's good at it, it was not having the right powersets, skill, class, item or the right build. It was like Quake: same HP, same spawn location, same weapons; all the rest is skill(leave alone the poor lamers that like spawn camping).
That's what I class as skill and IMO in this game the AT and build you play have way too much influence on the outcome of a PvP match.
When I said this game doesn't require skill I always thought of the kind of 'skill' that I used to see some time ago..
Nowdays all of the MMOG are based on your class/AT, build and equipment, helping the less skilled player to look like they're at least decent while the build helped a lot.
When I think of skill there are no game nowdays where you can really see it due to all of the n00b-saver measures that the software houses are putting together to make everyone enjoy the game.The less-worse thing I can think of is WoW but even there you can pick the overpowered class and look semi-decent...
