Shadow fall, I'd say put 3 RES 1 END and only put in DEF if you cant find any useful places for the slots.
Fearsome stare, Only 1 fear and no recharge? I'd cut some debuffs out of it, or at least put additional recharge as 6th slot.
Stamina only at 28 in build with so many toggles? I hope you have a kinetist close by...
Life drain, It's very poor power, there must be something better you can take (gloom/moonbeam?)
Dark Epic but no soul drain? That's the best power in the pool...
Shadow Fall, point taken, maybe drop in an End Rec in place of a Def Buff, but some defence is better than none as i'm there for the team, not myself.
There are only 3 toggles running before stamina. Had no problems what so ever with endurance thus far due to Vigilance.
Life Drain is in there for the -ACC, nothing else. If they can't hit, they can't hurt. Same concept applies to fearsome Stare, as i don't wish to control. I just wish to turn the enemies accuracy into mush.
Soul Drain? I haven't got any attack powers to buff...

Honestly, with no attacks and all the emphasis you've put on defense abilities, I'm not sure you'll even get to use this more than two or three times before getting to 50...
As you're looking for a "pure" defender build, you could take howling twilight instead and slot it for disorient duration and recharges - with TT, this could make a decent "ghetto hold".
Later on, it'd stack with your oppressing gloom.
There's one important thing a dark defender can't do : give mez protection to teammates. Stimulant from the Medecine pool can be a good pick instead of recall friend.
