Depends what level, but EM or spines are probably the two best PvP sets since they deal the least resisted/defended against damage.

I would actually say they're best because one has a ranged slow/immobilize ability that also deals a lot of damage, and the other has the best single target damage and a stun. 
Spines and EA for pvp stalking

After giving it some thought EM is the strongest primary for PvP and PvE. The two other melee sits hits for less damage and are more resisted damage types. The only real competition is spines because of range, but since EM is much easier to use in PvE I cant see if your going for the best set not to choose one of these guys.
The damage is good enough to actually scrap sometimes in PvE.
For secondary Ninjitsu or SR are the best stalker sets. I prefer SR.

Don't forget in PvP you dont want to get into a sustained and lengthy fight out in the open. Ok does a bit more damage but at the end of the day you want to slip in AS and then get the hell out of there in which case any set is appropriate. Personally I would go Spines as it has the ranged ability and that is more useful in a PvP situation especially if your prey survives the initial AS and makes a run for it. Oh and also don't forget Claws has a very good ranged ability as well with Focus.
is Soaring dragon really that good ? and does it look cool ? :P ... im trying to figure out if im going to make a MA/Regen or Nin/regen or MA/Nin or SR or Nin/Nin or SR... ^^
the problem is always to keep the enemy close to you.. and i wonder if soaring dragon can do that for me.. and if it looks cool.. also ive found out if you want to stay long in a fight Ninjitzu isnt the powerset you want it consumes to much energi.. but what about SR and Regen ?
