Best single target damage you'll do except for your AS.
I would get fast healing a lot earlier and slot it heavily as it will certainly increase your longetivity in fights. In addition Evicerate is an essential as it is the only skill that can do crits outside of hide, is the next best damage after Assassins Claw and also engages multiple enemies as well which is extremely useful in a tight spot.
I wouldnt bother slotting so many into Reconstruction a few slots with SO's in are more than enough.

You have a point... I feel a little 'naked' without Fast Healing early on, BUT as a Regen, in the later game we rely on our clicky-heals (I know, basing my knowledge on Scrappers is NOT a good plan)
As for Eviscerate, I wasn't impressed really (though only had 1 acc and 2 dam in it)... It does a LITTLE more than Slash's MODERATE damage and Eviscerate is supposedly SUPERIOR
This is the kind of thing I need though! Views from people that have been there, done that
My CURRENT build avoided Focus (and would have avoided Shockwave) as they just DON'T seem to 'fit' the whole CLAWS theme...
I'll have another play around tonight and see if I can manage a build WITH Eviscerate, with Fast Healing AND Stealth earlier on... I don't rate my chances though

Better? Seem to be losing slots from healy powers, but more attacks this time, so not surprising...

By having a lvl40 claws/regen I would change a few things:
About the powers:
The powers choice is good. You did well by not picking Revive and MoG (stealth and hasten are good powers to pick instead)
About the slotting:
I would change a few things.
1- I wouldn't slot Health. It's a waste. Put it somewhere else (ie: slot resilience with dmgres).
2- I would't put 3acc's on AS. 2acc 3dmg and 1 endred is the best choice since buildup alrdy gives extra accuracy (yes you can hit ninjitsu and SR stalkers).
3- Integration doesn't need endred. You can put it on Hide or in one of your attacks

You need Health to get Stamina and with Combat Jumping and Intergration he will need the Stamina, trust me I've tried it without and you run out of steam pretty fast. You can easily run either intergration or Combat jumping by themselves without needing to slot them or have Stamina but together they will cause stamina issues pretty quickly. As for Health, I agree with the above a waste to slot it and there are a few other good places to put them such.
The spec is pretty similar to mine except I got Dull Pain earlier (to ensure I had it before level 30 for PvP) and I let Instant Healing drop to lvl 32 as in my opinion Dull Pain is a bit more useful for PvP than Instant Healing and I couldnt fit them bith in.
Focus is always a good choice, despite the reservations of some Stalkers who will leave it out, as it gives you a range ability and buys a bit of time to get a couple of free hits in with its Knockback ability. It also provides a bit of fallback if AS fails and target moves out of range.
As for Evicerate it doesnt look like much at the start but you will come to love its critical hits and trust me there is nothing better than attacking a large mob with two Evicerate equipped stalkers.
Nice thing is there are few duff powers in both these sets but this leads to the problem of what to get. The way I based it on was to balance PvE with PvP in Sirens Call at level 30 cap. You have got a pretty nice spec there that should be nicely balanced for either PvE or PvP depending upon what you want to do.

I don't know about hitting stalkers, but for SR scrappers, I couldn't hit them with a 2x ACC slotted AS and Build up runnin with a "To Hit" enhancement. (Although this wasn't with claws, but with ninja blade.)
Once again, integration doesn't need endred. I don't have Combat Jump so I can't comment on that. But if u run out of end with combat jump, then slot combat jump. Try to play without CJ and u wont run out of end.
And about hiting SR's.. every sets got their pros and cons. SR is the dodge mastery. Its hard to hit no matter what. However, you won't fight SR's only, so I think the slot could be traded by endred OR put accuracy in some other attack.

2 Acc and 4 Damage is what i put in AS (ninja blade) with 3 Recharge and 3 Tohit Buffs in Build up i very very rarely miss anything (although a couple of nights ago my Acc seemed way off for some reason ) . If you are going to go for 2 Acc and 3 Damage i'd suggest having the last slot as a recharge, its not really like you need the end red on it and the recharge will help when combined with placate to get off more than 1 AS on your target.
I find Intergration uses more Endurance than CJ and basically CJ is just a brilliant ability, much underrated. If you want to use both, which against some opponents you will you have a choice to get Stamina or to heavily slot one or both with End Reduction enhancements. Down to personal choice, personnally I tried the end red option (I really didnt want to use up my power options on Stamina) but I just found I had to rest every few mobs and in a Team I was running out of steam quite early and to carry on I was either switching off cj or Intergration mid fight. Stamina however proved a godsend to me, but as its been pointed out its a personal optionb. I would recommend seeing how slotting fits out for you first and if it doesnt cater in Stamina instead.

I -think- that's a survivable build with one problem... The SLOTTING. Any further suggestions? Any better order to slot the powers? (ie, Reconstruction is only 2 heals until 37!!)

Slotting resilience is pretty pointless...it has a base of 5.62 resistance, one slot is worth 1.13% resistance ie someone hits you for 100 you take 99, not exactly worth a slot imho
Dull Pain and reconstruction are your 2 main healing powers
an extra slot in dull pain means it will be available around 30 seconds sooner, an extra slot in reconstruction means it is available every 30 seconds rather than every 36 seconds.
Integration costs .25 end per second one slot reduces it to .19 per second you would be far better off using end reducers in an attack (as an example...over one minute an end reducer would save you 3.6 endurance - with an end reducer in eviscerate you save 2.54 endurance each time you use it, with a 10 second recharge you can probably use it 4 times a minute...one end reducer saves you 3x the end)
Stealth is actually the costliest toggle you have (.32 end per sec) i personally would change the base slot on that to end red as one slot of defbuff gives you + .5% defence

I've switched the Stealth slot to an ENDRED and moved one of the Resillience slots out and into Dull Pain as another RECRED...
Gonna keep Integration slotted with an ENDRED though, as the program I'm using shows it as being a cost of 0.4175... The only more expensive toggle I have is Super Jump
See? This is where advice helps I always thought that the DEFENCE listed was BASE and that you ADDED to that with the enhancements! ... I have a feeling I'll be posting for build help with my poor SS/Inv Brute in the next few weeks 9.9

Is resliance really worth having? Im just coming up for lvl 38 on my claws/regen and got a choice between reselience and mog for the next power. Neither took me fancy, but after a good few base raids and seeing mog in action, looked kinda cool. But now....after seeing the comments, dont look like its adviseable. Any comments?
Resilience is an always on power it increases your resistance and more importantly removes the chance of disorient. IMO Its a must have power but I tend to take it late level 30+
MoG is a power that increases all your resistance and defense, to everything except Psi and Toxic. It also boosts the end recovery at a cost of all but 10% (IIRC) of you health. It doesn't stop you getting hit and auto attack powers such as caltrops still get through. While your in MoG you cannot be healed or heal, so those 10% health runs out fast. As an Oh [censored] power MoG is good as a useful power that fits well into the regen set its pants. On top of which by the time you get MoG (38) you will be facing more mobs that have psionics as a damage type this will lead you to your DOOOOM!
Go for Resilience any day over MoG.

Iv tried both reilsiance and mog now, and find neither to make any real difference. I do alot of pvp and pve, and rarely ever die except from some crazy mistake or turning mog on :P. When the free respec comes with i7, im gonna get rid of mog and prob take another attack as with all the heals, seems to work perfect for me with neither.
About to respec my Stalker, as he kinda sucks (started the Fitness pool WAY too late)... My current idea is as follows:
