Has Smoke Flash activation time been reduced?

PS. Forgive me, I could not stop myself.

Anyway, Character Builder report Smoke Flash activation time to be 1,83 seconds. I do not know if it's more or less, but unless you are comparing various issues (in which case I have no idea), I do not think it has been changed overnight.

Kinda hard to compare various issues when it was made available in the last one...
