Hasten acts as if you have 2 extra recharge SO in all powers when it is active.
With 3 recharge SOs it is active about 2/3rds of the time.
If you have no gaps in your attack chain it isn't worth it.

Could I ask if someone's checked this recently? Or if the actual effect of Hasten is worth it for an attack-oriented class?
Reasoning:
Last night, I decided to have a play with War Crow. I created a build in coh_planner without Hasten in it. I added one (1) Recharge Reduction SO (+0) into each attack.
I went through the maths and it looked like the attack chain would work they way I normally do it:
Divine Avalanch - Golden Dragonfly - DA (again) - Soaring Dragon - repeat.
I copied him over to test, did the respec, and found something I could hit long enough to see if it worked.
Now, the figures didn't quite work out as suggested in coh_planner. However, to be honest, the attack chain above doesn't quite work because Golden Dragonfly doesn't quite recharge fast enough, but then, it doesn't with Hasten on either.
I can't help but think that Hasten is now only worth a single SO's worth of recharge reduction.
Certainly, I think Crow is going to drop Hasten in the near future.

i've found it useful on my scrapper in the early lvls. i've only got 3 attacks at the moment (lvl25) so without hasten i do get gaps in my attack chain which i have to fill with brawl. at lvl 32 i'm likely to have 5 attacks so whether or not it will be needed then i will have to see. on a scrapper tho, if u want superspeed as ur travel power its probably more useful than flurry.

Even Post ED and no more Perma hasten, still find it very useful, I have a longer attack chain now for when hasten is down, but with hasten all I really use is Eagles claw, Crane Kick, Dragons tail and Crippling Axe Kick, personally (no figures worked out, just what I reckon after trying a few builds with him) that this gives a high DPS.
I use hasten 3 slotted, also Quick recovery 3 slotted as I find that the higher powers can be quite end consuming with hasten on (running Integration, Combat jumping and Focussed accuracy), so I 6 slot all powers, 1 acc, 3 dam and 2 end red (I like to be accurate lol).
Also with Hasten then focus Chi comes back quicker as well, giving you more damage
My experience with my scrapper is that Hasten mostly helps with getting the slow recharging defensive powers up again quicker (Dull Pain, IH and MoG in the case of /regen). AFAIK Martial Arts has always been able to put together a rather nice Hasten-less attack chain.

depends on you r ma build without hasten and you went for a pure damage build you got breaks in your attacks after about 4 cycles ( av bashing)
get another attack maybe helpful
like you said tho i used it mainly for dull pain , ih etc
hasten is most useful for recharging your heals and defense powers, like Dull pain, but its not too difficult to build up a decent attack chain without it.
dropped hasten after ED and havent missed it at all. if you want superspeed as your travel power, then its more useful than flurry, but i wouldnot take it if your going to get a different travel power, at least unless you have a free power slot to take at any point.
Its certainly worth putting it in 
on my scrapper i got the following
Smite --- Shadow Maul --- Air Superiority --- Midnight Grasp --- Boxing --- Energy Torrent
Seems to work quite well altho im gonna make a big confession, im still playing a I4 build, too lazy to respec :P
With Hasten up I can cycle my Best most damaging single target stuff for PvP/Arch villain/Bosses OR I can cycle AoEs and Cones for when I'm looking at a group of enemies.
