Im lv 31 and still doing missions in sharkhead. To get a contact you should start by asking the contacts you alrdy got
or move on to Nerva and do paper missions there - you may have out levelled getting new contacts
hey Quilla i think your right so you can out lvl from geting new contacs from old contacs and broker ?
if so thet is pretty lame devs shold change thet as for the fact now you misss bit of the story

another thing i wanted to ask is you no when you do a broker job then they give you a contac do you have to do more then one broker job some times to get a contac

afaik, there are 3 contacts per broker. Once you got all 3 you can get heists from your broker but no new contact will be awarded. About outlvling contacts.. you cant outlvl getting new contacts, you CAN outlvl getting mishes. However if you already started a story arc you will keep getting mishes till its completed until you complete it, no matter the lvl. Remember on coh that I was still doing a lvl 10-15 story arc when i hit 50 :P. The enemies however will not be scaled to your current lvl but to the max lvl of that arc if you outlvled it. For getting new contacts, some contacts might not have a "follow-up" contact to give. Others only give it to you once you done sufficient mishes for them or outlvled em by a certain amount. i no yuo get 3 contacs per broker but ive only ever had 1 from the broker and don another hiest with him and he wont give me no more and the contac i think i have out lvled becuse of this i think he wont intro duce me to any one but dont no it stupid becuse now ive basicly missed out on all the storys in shark haed
I had the similar problem. Did the heist the broker introduced the contact but the contact said he had nothing more to offer me. Now i know i hadnt out leveled him as I was around lvl 25 if i recall. I repeated the broker missions to get the other 2 contacts but again the same thing happend. I had no other option but to move on to Nerva.

simple answer is to move on to next zone the missions start in nerva about lvl 25 or 26 it just might be a bit scary traviling back and forth to missions

Sharkead is a level 20 to 30 zone, but the initial contacts you get from the broker are lvl 20-25 contacts. So you had outlevelled those contacts. Each of those contacts should, in theory, give you another contact at level 26. If you go back and talk to that contact you outlevelled now, he should give you another contact.
That said, Nerva is a lvl 25-40 zone, and I suspect, rlhugh I can't prove it, that St. Martial is, as well. Officially, St. Martial is 30-40
lol trying to travel thru St Martial at level 25 is a fun way of gaining exp debt; i die traveling thru it at levels 29/30... :P
Have you tried calling all of your current contacts? The last time I received a new contact from Kara in Sharkhead, she sent me to someone, who sent me to someone else, who sent me to someone else, who sent me to someone else for a mission. It was very complicated, and required much use of the jetpack...
However, if you check back with your contacts you should be able to find any story arcs that you have not yet received but are in the correct level range to begin.

If you have the Lorekeeper badge you could hunt down the Archmage on the southern edge of Potters field I think you can just get missions by talking to him and don't need to be introduced (I could be wrong) If you have the bling badge then hunt down the other special contact some kind of Vahsilisk doctor type although can't think where she is off the top of my head.
Of course you could just skip sharkhead and move onto Nerva you should be able to get through all the contacts there.

I had the same promblem in Cap Au Diablo, never got a contact the entire time i was there, which sucked as you miss out on the badge missions and the bonus xp for story arc's.
I just carried on working from the paper until i was high enough to survive in the next zone and everything turned out peachy....not only that the paper missions are shorter and still get the same xp.
