it has to be targeted at an enemy and youd best be in range of your team mate's corpse...so fit it for accuracy as well as anything else , lol
AFAIK, howling twilight is auto-hit.
It is freaking awesome mind, debuffing the enemy ridiculously whilst rezzing any fallen teammates around you... Ace!
It resurrects allies (not pets) In a decent PBAoE (around 2-3 meters I think) around you, while debuffing, stunning and damaging enemies around the target.
Pile up your dead teammates near an enemy group (recall friend is great), slot your power with disorients (as the targets will target YOU then) and activate your power.
- The enemies near your target will be disoriented, slowed and toht-debuffed.
- All dead teammates near you will be rezzed to full health... back for action!
Ah its starting to make sense now.

As is teleport foe - bring a fleshbag to you for howling at without his mates coming for you.
you don't want to teleport foe as it casts a debuff pbaoe on the foe, so you want to aim for the guy right in the middle of the mob.
How does Howling Twilight work?
I used it a number of times today and think I got one rez if I was lucky.
