My friends and I have had the same trouble. Neither one of us have used the command or prompt but the pact has been broken. This has happened to 2 of my pacts with 2 different people. (Odd thing is I was the main person lvl'ing the pacts.)

Did you let either account lapse? Inactive accounts will break a pact after a period of time.
I was on vacation last week and didn't log in for a few days.... But the toons I have pacted with other people didn't break. Only the ones that are pacted between my two accounts.
Is this another 'hiddenexploitsoweregoingtobreakittofixitbecausewe cantdoanythingelse' things? Because if it is, I'm going to be pissed.
My pacts remain unbroken between my accounts so it isn't a stealth move.

I have 2 toons pacted at level 38, as of yesterday, both are fine.
Did your second account lapse while you were on vacation?
...I forgot what experience means.
I was logging toons in and out for Day Job badges. I have a few toons on my two accounts pacted, and when I logged some of them in, I had a popup that said Your level pact has been broken.
Is this a bug?
I didn't break the pact with any of them.
