It depends on the mission. In the case of the Statesman Task Force, the character who grabs the glowie at the end of the third (? the Thorn Tree one) mission gets the temp power to use against Aeon. In the Kahn TF, everyone gets the temp power to use against Reichsman.
In the case of regular missions though, I think it's the mission owner. I can confirm (because I experienced it a few days ago) that the Mayhem/Safeguard temps (not from side missions, the auto temps from completing it) are granted to all participants who haven't completed the Mayhem/Safeguard.

If it's a glowie (Like the Sky Raider Flight Pack), then the person who clicks it gets it.
If it's a mission complete bonus (Like the Bow and Arrow), then the mission owner gets it.
If the mission is done by flashback, then all teammates own the mission, and they all get the mission complete bonuses.
If the mission is granted by talking to a contact (Like the Clockwork Immobilizer), then the person who talked to the contact gets the power. Note that for non-TF missions, only the mission owner can talk to the contact in this type of mission. In TFs (including Flashback) any teammate can talk to the contact; only that person gets the power.
It doesn't matter who the leader is in any of these cases.
EDIT: The Iron Blade is a talk-to, so only the person who talks to Gordon gets the sword.

This has probably been asked before, but I couldn't find it.
Who gets temp power rewards from missions? I'm thinking specially of the iron blade temp power which is earned in Croatoa.
If a team runs this mission, do all the members of the team get the power? I don't think so, but I want to be sure.
Does only the leader of the team get the power?
Does the character whose mission is being run get the power?
What happens if the leader and the character whose mission is being run are different characters?
