Gonna need a little more detail than that. What are the labels on the text fields where you're typing text into? Could you post an example of what you're doing?

I'm not aware of issues with this, and I've seen the 3/4...1/2...1/4 text working recently both in my own missions and in others'.
So yeah... not sure what's going on here. Is it possible you're not playing the mission you think you're playing (i.e. the publishing lag)?

This thread title made me think of something. I think it would be awesome to enter a mode at the AE computer to watch other people play your arcs. It would have to be realtime but there could be a light that comes on when someone is running your arc.
Maybe you have chat bubbles turned off in your options? Worth a shot. Other than that, I can't think of any other reason that it would not work.

Also: Check whichever chatbox tab you have the NPC chatter in.
