Are you sure it wasn't the witch piece with an optical illusion?
Or a thigh-high with a pattern applied? Because the thigh-highs are not found that way.
And you are talking about a player character, right? Not one of the npc's or signature characters in the game, who DO get customized - but un-gettable - pieces?

I just saw what I thought was at first glance thigh-high folded boots, but it was the witch's skirt which has a panel along the hem which gave the appearance of folds at the top of thigh-highs.

Noticed a female toon wearing thigh high boots but with a (pirate-boot-esque) folded top
To my knowledge this can't be achieved in normal character creation (you can only have EITHER folded OR thigh high boots) - unlockable? Vet reward? Please tell!
