Trick Arrow - Oil slick bugs when used by npcs

And if a player or ally uses Oil Slick arrow it cons as a friendly so you cannot ignite it.
Known Issue.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Are you sure only the player can hit it?
OSTarget has a very low Threat Rating. Lower than player levels. It could simply be that you're out-aggroing it and so the NPCs ignore it.

Whenever a enemy foe uses Oil Slick Arrow against a player, the oil slick target can only be hit by the player but the resulting effect damages the player.
