No, they don't.
I make heavy use of Procs in my Ice/Storm, and have never had a proc Scourge.
The plastic tips at the end of shoelaces are called aglets. Their true purpose is sinister.

Rad blast can fit so many procs, scourge doesn't matter. Procs do not get a scourge bonus, but can still fire when the power itself does scourge. So no real loss

I was just curious if procs will scourge when slotted? I'm thinking no, but just thought I'd ask because I'm giving strong consideration to rolling a Rad/Rad corr as I've never played any Rad set. I have a 50 Ice/Cold, a 40 Ice/Storm, and a 24 Fire/Dark and they're all fun, but I have had a hankering to make mobs glow in the dark before seeing their shadows burned into the wall or floor. Any info you guys have will be greatly appreciated and if your playing on Freedom feel free to keep an eye out for Exo-Radius. Thanks!
