nope, just like control AT pets.

You have a chance to get a PvP IO drop every time you get a kill that awards you rep. That means, basically, one chance per 5 minutes per target (since the recent changes to the rep system). This is for both arena and zone.

That's best case scenario atm. After the change that's on the test server goes live, this will be the case in all situations (one chance per target per 5 minutes).
