Is "Spider Smasher" borked heroside?

Try heading to Faultline and take out some of the Arachnos guys digging near the dam. That's how I usually get the badge.

As others have said, it has to be Wolf Spiders, and they can't be Rogue Arachnos. But, contrary to the badge text, they don't have to minions. ANY Arachnos in the Wolf Spider uniform, minion, lieutenant, or boss, will count.
The advice about going to Faultline is probably the best you'll get.

I seem to have become stuck at 137 smashed arachnos minions. Taking down more, either in scanner missions or in RV, does nothing to advance the counter. Is this a known issue, or should I report it somewhere?
