Question abou the upcoming power proliferation

No...pretty sure that it just applies to new characters.
Nope. Once you select your powersets and go into the game, it's done, locked, can only respec the choices from the powersets you have and levels you got them at.
All it means is now when you roll a new toon, you can have the option of selecting these new sets.

no, you cannot respec your character into different primary and secondary powersets.
All Powerset Proliferation does is add the sets in question to the list of sets available to choose from on creation.
Can anyone fill me in? Does this mean that when I respec my scrapper...I can go from Regen to WP or SR? Is it like AE and I can pick a mixture of all the powers? For the longest time, I have wanted to swap my /regen scrap over to try WP at a high lvl, is this my chance?
If someone could give me an idea of what to expect, that would be great.
