Help! Spines/WP PvP Build

Sup all, looking for some advice on a spine/wp build. These are my goals for the build:

-Effective in both SC and RV
-No phase shift (I know...)
-Stamina pre 30

I have maybe 200 mil I could spend. Right now I need help with power choices. This is what I have:

Barb Swipe is available at level 1, Assassin's Impaler at level 6, and Impale at level 18. I took them as soon as they were available, and they are the only attacks that I plan on taking for pre-30, so I'm not sure exactly what you're asking... Ripper was just a filler at the end; probably won't even take it.

Mind would be something like this, if I were to build another Spines/Willpower Stalker for PvPing.

Since my builds are often expensive, I decided not to export them. You can just check the powers I picked.

Oh, and I have a preference for skipping Stamina. (I covered my end with Numina/Miracle Uniques on HPT.

"Sometimes," yes, it's worth it. But if you want to skip it, then go for it. It is definitely one of the skippables.

The reason I kept TS is to have another ranged, although it's very short, attack by WB level. You can always skip it and put something else, such as SS, if you're going to be sticking with GW epic.

Personally, I'd skip throw spines... the damage is pretty minimal. Impale should cover you as far as range goes... Grab a ranged attack from your patron if you feel that you need another (sharks work pretty well). I actually skipped ripper on my spines/wp; but that was a team pvp build, so I didn't really use anything other than AS and the occasional impale.

SoW is very skippable - You should play evasive enough on a stalker that you wouldn't need it.

As for IOing it: Stalkers really don't need that many IO sets. Slot primarily for damage. Even on a low budget it's pretty easy to get around a 30% damage bonus (probably more if you take leadership over fitness). If you throw a ton of influence into your build, you can probably push 50%.

As for taking leadership over fitness: Personally, I don't do it. I know plenty of competent stalkers who have. However, you would need a pretty heavily IOd build to manage your end on a stam-less build. Additionaly, most of the stam-less stalkers I know are strict team pvp builds (In team PvP stalkers AS and then dip-out, so not much end is used. There would presumably be emps/kins giving you +recovery buffs as well).

On stalkers, I prefer phase to hibernate, as well.
Reason one being that you can move around while phased: it makes for more dynamic evasion. You can get camped pretty easily by a group of heroes when you are standing still in hiber.

Reason two being that a willpower stalker has a heal, so you can phase/heal and recover your HP. Hiber is nicer on toons without a self heal, since it aids greatly in HP recovery.

Yes, it is possible that people will try to phase and kill you while you are phased. That will seldom work anyway: After phasing, you gain unsupressed movement to attacks that were delt to you outside of phase, making it very easy to get away from your attackers before they are able to phase and attack you.
