Does it matter which one, though? I had a free respec with the new issue, but when I tried to respec my secondary build, it didn't work. Is it only for your primary build?

You can only respec the build you are in. I suppose you could say that it is "impossible" to respec your secondary build, if you look at it that way.

Make sure you are currently using the build that you want to respec.
If you have 1 respec, can you respec both of your builds, or only one?
