were now on i15 and there hasnt been any word on a mids update for at least a couple months.

You can't soft cap in PvP. Defense maxes out at 42.25% without Tier 9's or attacks. But with just toggles and IO's, the max is 42.25%.
My Tanker has 69.13% Def to S/L in PvE, but in PvP it drops to 42.25%.
No, that's just the DR value of your defenses. You can get them higher but it takes exponentially more and more defense to eke out the last bit. Non-squishies have a DR-enforced "hard cap" of something around 50%, while that number is more like 20% for squishies.

I think with Elude/Retsu you'll get 45-47% Defense. No way to soft-cap in a PvP environment without a Tier 9. Mids is WAY out-dated to base numbers off of it.
Can't recall how much Elusivity factors in...
Mids isn't outdated in the numbers department (at least not on powers that haven't been changed since I13) but it doesn't factor in diminishing returns. Elusivity is basically lol now at 10% because sets like Archery have an inherent accuracy bonus that directly counters it, and everyone else will have accuracy set bonuses that'll be enough to get through it (and that's with not intentionally building for accuracy - usually incidental bonuses will be enough).

can u still hit stealth cap with out getting stealth?
I don't believe you could hit stealth cap without getting stealth (on your own, that is) before, so your answer is no.
