Willpower Regeneration Resistance? REALLY high?

My Fast Healing buff in the Willpower secondary when clicked upon is showing I have 114% resistance to regeneration debuff. My character is only 12...

Why is it so high? Is this a display bug? I can post a screenshot if necessary.

either a display bug or dosent improve with lvl

Reads 12.15 on level 4 scrapper and slider takes it up to 25.95 at 50.

Not sure about that, but I do know a LB Spec Ops will drop your regen to next to nothing. So I'm guessing it's a display bug.
