Go to the supergroup registrar in Port Oaks (he's in the big building around the Marconeville map marker) to pay the base rent. If you've got Overlord rank, you'll be able to pay it. Other ranks can pay it, too, if the permissions allow it. Hero-side, you can pay rent at the supergroup registrars in City Hall (Atlas) and the Freedom Corps building (Galaxy City).

What Hellguard said, and if you need help getting toons in the sg I can help just tell me what server and we can set a time and day to do it. You will have to invite my toon and set it so the lowest rank can invite, I will invite all the toons you want in and than I will quit the sg.

If you left before I13 in December you should know that there has been a change in rents. It has been drastically reduced.
You may still owe what was due before the change, I can't say for certain, but if not you'll be pleasently surprised at what you will owe from now on. I think the highest rent I've heard paid was 3000 - 3500.
