Something isnt right
Forget zapp, get a decent epic attack like dark blast or mu bolts. You also shouldn't have to take tough, weave and maneuvers to softcap a nin if built right, this toon will be an end hog...
1) Kiji-In Sha takes Resistance sets, put the Steadfast res/def in there.
2) Blinding Powder 6 slotted with Siphon Insight gives some Melee and Ranged defense.
3) Pacing of the Turtle in Caltrops for some more Ranged defense.
4) Lose the Fighting pool.
5) Use full sets of Red Fortune for Ranged Defense.
6) Use full sets of Obliteration and Touch of Death for Melee defense.
That's what I did on my elec/nin stalker and got soft capped melee, ranged with Hide suppressed, and AoE defense of 41%. My AoE isn't Soft capped but it is very close, AoE is the least important of the 3.

Ill re work it when I get home. I took zap for def bonuses and for the fact that a full slotted snipe while hidden buffed with build up is a beautiful site. I will loose the fighting and leadership pool and move the res/def IO. Hmm I wonder if I will be able to work in ball lighting.

Trust me the snipe isnt a beautiful sight because it takes freakin 8 seconds to animate on stalkers and doesn't do all that damage. And a normal blast can fit in your attack chain, elec is lacking in the ST department.
BTW here's an example of a softcapped to melee and ranged elec/nin Stalker, don't forget to include the bonus of Hide when suppressed (2.89%):

I know that 8 seconds is so annoying. I had moonbeam on my claw/dark/soul stalker. It did some pretty good dmg and was sweet for the AV pull in lgtf. I also had sting of manti 6 slotted so the proc may of had something to do the dmg it did. I respeced out because they added shadow meld and that's was more usefull to dark armor then a situational attack. One question. With all of the missions fighting heroes, why do you only have 2 KB protection IOs? That's one point less then acrobatics that still gets KBed by ballistas when its running?

I never felt the need for more than 2 KB IOs, since I'm not getting all the aggro and things are missing me. Hell, I took my em/nin to 50 with one KB IO with no issues whatsoever and only added another because in i12 I PVP'ed in Siren's and RV and Knockout Blow from Tankers (mag 7ish) was knocking me around, that was the only reason I added the second one.
I put together this elec/nin stalker with soft cap def out of hide. The problem is something doesnt feel right. im not sure if is an attack chain flow or end management or what. I just put it together on mids and not even close to building it in game yet. But normaly, when i do this i feel like i got it right. I dont have that feeling about this build.
