Login to your NCSoft account, go to the NCSoft store and buy one of the CoH titles (GvE or Architect or Mac would be better than the plain vanilla CoH or CoV ones) and then choose to add the code to a new City account under your NCSoft one.

The number of machines you have the client loaded on has no effect on how many accounts you have/ can get. Just purchase an activation code either from the online store or through physical purchase, then either add it to your existing NCSoft Master account (if you are paying for it with the same card) or start a new Master account for your son's copy.

This is the link to the NCsoft store. The easiest way to do it would be just to set up a separate account from your own. That way your son would have his own. The game itself isn't tied to a specific account. That's what the log in is for. So I could log in on any computer that has City of Heroes on it using my username and password. I have two accounts. One for me and one for my wife. It doesn't matter which computer we use the serial codes are tied to the username and password.

contact customer support. You need to make a second account.
Call them like ^^^ said. I did the same thing and bought my son the AE edition twice. I called them and they got me all squared away.
Also the Customer service guys are really cool. They seem like guys you'd be playing the game with.
