I started playing redside on Infinity, and it seems to be fairly busy most of the time.
I do recommend that you join a couple of global channels for whichever server you end up on, though - other than Cap there aren't many places redside where people just congregate. They're usually in an instanced mission and/or hidden so they get fewer spam emails.

Justice or Infinity seem to be the most populated, after Freedom and Virtue.
As for how to find global channels, I'll leave that to someone else. Can't quite remember how to do it.

One thing to check is the individual server forums.
Also, you can search chat channel names/descriptions (sure about the first, not about the second) in game - off the edit/add tab window, IIRC.

Victory seems to have a fairly decent redside population. Or at least there are always folks on when I am on.

I run two VG's on Pinnacle. There are quite a few VG's, but we're one of the largest. Our VG's are rank 2 and 6 on the server. We have a 430+ member global channel as well as a ventrilo server. And we run more TF's than anyone else, probably in the game. We used to run 5-6 RSF's a day, 20-30 cap tf's during their prime. Now we do mostly ITF's, heck not too long ago i ran 10 of them back to back
