Was this a Newspaper mission? I wonder if it is the same same bug that happend when COV Newspaper missions would spawn all higher level Paragon Protectors.
I don't think it's a newspaper mission because unless something has changed recently, I don't ever remember seeing a paper mission villainside with an Arachnos base map.
