Interface issues
If you have two recipes open, only one is active and only that one will show the tool tip.
Otherwise, go into the Options menu and check your tooltip preferences.
Vista is known to have problems with cursors in this game, the usual and easiest solution for many is to run the game in Windowed mode (and then maximize the window).
Use Tweak CoH to set turn off Fullscreen and force Windowed mode.
If you don't want to do that, one of the 'stickied' threads above in this forums has suggestions for fixing Vista cursors.

some of the hover-over features don't work if there is another second window behind the spot where you are hovering. example: the numbers for a progress bar for not-yet-earned badges
I've encountered this. I've also encountered the wrong tooltip being displayed when I hover over options in Architect.
Also just noticed tootips for recipes don't work when the Market window is open.

I have found that the tooltips for recipes work regardless of the market window open or not but as with all recipe tooltips (now) only the bottom recipe open will display a tooltip.

This....when I mouse over stuff the info doesn't show up like before. I have to click info....no big deal, but it was nice to get the mouse over stuff quick. I'll check my tooltips setting tonight.
I'm having trouble with a few interface items.
1) Tool Tips don't always show up when I hover over things. This doesn't always happen but it's frequent enough to be annoying. It happens in the Market, stores, and even hovering over power buttons in the tray. I have not confirmed this with others. I've tried adjusting the Tooltip Delay option and it seems to have no effect at all.
2) In the enhancement screen sometimes my cursor is the normal mouse arrow and sometimes it is a blue or white hand. When it is the hand I cannot center the cursor over the enhancements and it becomes a gamble trying to place them in slots - I have to review the change summary carefully to be sure I'm putting it in the slot I want. I know others with completely different hardware having the same problem.
Neither of these problems are i15-specific since it was going on before then.
I am using 64 bit Vista. My video drivers are as high as I can make them and still get a great experience in the game (the highest versions of the ATI drivers causes much bigger problems for me). The rest of the game works great.
