Help with my Kat/Regen build

I'm ready to start another scrapper build, and I've settled on katana/regen. I've got a build together, but I'd like to improve on it if I can. Here's an idea of what I'm looking for, and the build below. If you can make any improvements I'd love to hear them.

- Good blend of offensive and defensive slotting (the current build slots for regeneration and recharge).

- Budget of around 500 million

- I start slotting my IOs at level 30, so I don't have to wait until 50 to enjoy the IO'd build. I don't play level 50s that much for the most part, so waiting til 50 to start is kind of a waste of money for me.

- I'd like to keep superspeed as my travel power unless you have a REALLY good reason not to.

Put a achilless heel -res proc in gambler's cut. You can take out the dam/end slot in soaring dragon for that.

Some uber-number-crunchers can correct me if I am wrong here, but as /Regen your main focuses should be recharge and defense, as opposed to recharge and regeneration. The set already has a good amount of regeneration built into it, and you are relying more on your click abilities for healing than built-in regen.

You can take your fourth slots out of Health and Integration, and maybe your third slot out of Fast Healing, and put those slots elsewhere. I might recommend a couple slots in Tough to get your 5-set bonus from Aegis. I might also recommend putting a 5th Doctored Wounds enhancement in Reconstruction (instead of the Harmonized) and changing your Soaring Dragon to be slotted with Mako's Bite instead. You'll get some extra defense from that while keeping capped with 5 +5% global recharge.

I might also suggest taking out a slot from both your Quick Recovery and Stamina powers and placing those in your Super Speed, and then slotting Super Speed with 3 Blessing of the Zephyr for some nice defense. When you do that, replace one of the regular invention: endurance mod enhancers with a Performance Shifter: Chance for +End in both Quick Recov. and Stamina.

I threw this together kind of quick, so it might not be optimized and whatnot, but it at least lets you see what I'm talking about.

I'm sure Umbral or Werner can pop in and help with more tweaks, but I hope that helps.

It seems to me, that you'd want to put chance for damage procs into the powers that you will be spamming a lot, like soaring dragon, golden dragonfly, slash, and gamblers cut. Is this wrong?

OK, I updated the build with some of the suggestions here. This has the Achilles proc in GC, and adds some defense. Regen is slightly lower and recharge is the same.

The basic reasoning behind this is that damage recovery only scales up in a linear fashion and damage mitigation scales up in an additive fashion. This means that any quantity of +regen will give you the exact same level of improved hp/sec when you've got 1000% +regen as when you're packing 0% +regen while any quantity of +def or +res will provide you with more comparative protection when you've got a lot of it than when you've got a little. 40% +def to 45% +def is the difference between taking 100 dps and 50 dps. The difference between 0% +def and 5% +def is the difference between taking 100 dps and 90 dps.

Something else to remember is that damage mitigation and damage recovery have incredible synergy. When calculating immortality curves and duration based survivability, damage mitigation and damage recovery work together multiplicatively. More damage mitigation means that you've got that much less incoming damage to have to recover from.

Here's some quick math to show you why your first slot in both of those powers should get the Perf Shifter proc:

Perf Shifter: .20 end/sec
Lvl 50 common end mod IO in QR: .21 end/sec
Lvl 50 common end mod IO in Stam: .17 end/sec

The best thing about the Perf Shifter is that, just like +recov, it scales up with higher levels of endurance, and, unlike +recov, it's unaffected by debuffs. It might be .01 end/sec less than that level 50 common IO in QR, but it's got other tangential benefits going for it that make it better imho. Also, keep in mind that QR should always get slotting priority over Stamina. You should be redzoning QR before you even think of putting another slot into Stamina.

Personally, the only thing stopping me from getting crazy with the build critiques is that the OP is asking to keep the build under a certain price. I don't really build with price in mind (much less actually pay attention to what price most IOs and recipes are at), so I'm not really qualified to give a price sensitive build. If the price restriction is removed, I've got loads of advice to start giving.

I don't really build with price in mind (much less actually pay attention to what price most IOs and recipes are at), so I'm not really qualified to give a price sensitive build. I'm kind of in the same boat, mostly playing around with price no object builds or SO builds, and not much in between. That and I haven't been looking at too many builds recently. Sometimes I figure I'll just toss out a few quick suggestions, and then it turns into a landslide of “and then this, and then you could do this” and next thing you know, several hours have gone by, I'm deep in spreadsheets doing DPS and EPS calculations, I've turned someone's build into something completely different than they may even want to play, and I've forgotten to actually play the game myself that evening. Combine that with a million unfinished projects of my own, and these days, I'm kind of scared to even look at builds.

I'd love to hear your advice Umbral and Werner (if you can give me any without slipping into a fugue state of spreadsheet-crunching). So how about instead of limiting it to 500 million, I just say give me whatever advice you can without including purples in the build.
