How much +rech needed to perma DP?

Do you have a build you can show to give us an example how to do this?
ok sure but first tell me what you what out of the build other than perma DP... is the tank a taunt bot? what secondary would you like him to have? is he primarily a zone PvP toon? both PvP and a little PvE? how much do you want to spend on IOs? Is your tank going to do fight club stuff or arena stuff?

So it's basically all in the title...I really would like to know how much rech it would take even with DR to get a perma DP up. I don't know if it can be done on either a spines/regen or fire/regen but it'd be nice.
If it cannot be reached without spending over 500mil then I'd really appreciate knowing what I should be building for. I've been told +hp and +regen but I'm not quite an IO wizard and have trained myself to build for +defense or +rech. Anyways all help is welcome, ty in advanced.
