Questions about stealth as a scrapper...
if you slot sprint with either the run +stealth or the jump +stealth, it'll give you 65' PvE and you'll be just about invisible to most enemies.

Oh, I should have mentioned this is for PvP
First off (speaking from painful experience here) you will be disappointed taking a DA anything into PvP.
Secondly, stealth will let you get the drop on someone every now and then but it pans out like this:
Non-stalker PvP stealth cap is around 571 feet. Base perception is 500 feet. Any toon with ANY perception bonuses at all will see you. Tactics is very common in PvP, and there are plenty of powers that grant +Perception. The +Perception IO adds an additional 20%, so anyone with one of those slotted is at 600 feet perception range, before taking any bonuses from their powers into account.
Stealth for anything but a stalker is useless in PvP in 9 out of 10 situations.
Also, Invisibility will NOT stack with Cloak of Darkness. It says so right in the power description, so don't waste your power picks unless you're working toward Phase Shift. CoD has the same defense rating as Weave, you would be better off just getting a Stealth IO, as that WILL stack with CoD.

Basically, 55-60% of Dark Armor is completely useless in PvP.
DeathShroud, Cloak of Fear, and Oppressive Gloom are out of the question. No one is going to stand close enough to you for more than a few seconds.
Soul Transfer and Dark Regeneration have of snow balls chance in hell of being used. Again, no one will stand in range long enough to use them.
Cloak of Darkness grants Immob. resistance...meh. It grants stealth...if no body brought insights or +perception powers (tactics or focused accuracy).
Obsidian Shield grants resistance to holds, sleeps, stuns, and fear...not protection. But if you manage to find someone that does psi damage, your golden...
That leaves Murky Cloud and Dark Embrace, great against Negative damage, pretty weak to everything else.
Dark Armor is create when you stack all of it's mitigation tools, in PvP 55-60% don't work, hence your hosed.
EDIT: I left off the good news; If you like PvP and were willing to take the time to learn how it works and become an exceptional PvPer, you can do well with Dark Armor. Not because of Dark Armor, simply because you become an exceptional PvPer. In the mean time, keep plenty of vaseline handy.
Des, no powers grant mez protection in PvP (except for a few that still grant KB protection). It's all resistance. That's one of the big changes that occurred with the I13 PvP changes. The interesting thing about this is that you can't be perma held. Diminishing returns sets in on mez effects rather quickly making holds after the first that lands virtually unnoticeable.
Obsidian Shield is still fully viable just like all of the other mez toggles for Scrappers. Also, remember that, like all of the other mez toggles for Scrappers, it also gives a very impressive suite of debuff resistances in PvP.

Sorry to imply other wise, but my point was Obsidian Shield doesn't offer anything to a scrapper in PvP they wouldn't find in any other scrapper set beyond Psi resistance.
Well seeing as dark doesn't seem as good as I thought, I will probably re-roll my scrapper. I am debating on my new secondary but I don't know which would be better in PvP: WP or SR. Anyone can sort out the pros and cons for me?
Neither go /regen or /fire.
Bottom line is play what you want and what you enjoy...
Listening to this and that is nice.. Bottom line is don't let people decide how you are going to play..
Almost any toon is survivable in PvP
I have a spines/dark scrapper and I had 2 questions:
Does invisibility work with cloak of darkness?
Is it possible or how close can you get to capped -perception and how would you do it?
