Me and a friend ran pacted PBs, was quite fun.
Violence has its own economy. Therefore, be thoughtful and precise in your investment.
My wife and I enjoy our pacted PB's (28ish) so much we made some WS's to give them a try.
I have heard that doing a PB/WS combo/pact is very effective, given you'll be doing two different damage types as well as three (four if you count KB) debuffs, -Def, -Spd, and -Rech.
Synergyblast: 50 Energy/Electric Blaster (Virtue)
Arbiter Bailey: 50 Bane (Virtue)
Mr. Bailey: 50 Merc/Dark MM (Virtue)
PB/WS duo can be perfect seeing as a PB can self-heal without requiring enemies around it and while this helps the PB be good at tanking, the WS can use their numerous tools to decrease the threat both by disorienting enemies and doing nice damage to boot with the aid of their Extracted Essence pets.
I believe that a Kheldian Gold Standard should be based on SO's, and for anything above that... there's Platinum!

Have a duo WS/PB (both human only) team in the mid 30s, and they are lots of fun. They have a good variety of powers to handle most every situation, and they just look so COOL heroing!
I have a WS duo'd with a Kin/Electric Defender; that team is in the 40s now is and is approaching spectacular. The Kin powers make the WS seem like he is massively super charged! They are an absolute wrecking crew, the more baddies the better!
If I had to pick just one, I'd pick the mixed team verses the all Kheldian team, but you really can't lose either way since both are fun.
As a human-only PB I find having a Controller w/heals and buffs (emp or kin) invaluable. Keeps you rolling, holds reduce your KB annoyance and the +mez protection is nice.
My wife and I just hit 50 Hero side and she is going to probably make a human form only PB.
What would a good duo partner for her be?
