Spines/Dark: Am I taking Build Up too late?
On any alt, I find myself taking build up powers before the heavy hitter. On my BS, I took it at lvl 24. On blasters I try to get aim and BU to be ready for the nuke. I can't remeber any time I took BU the level it opened up.

Assuming that you're planning on a -kb IO in there somewhere? I'd definitely push out Tough in favor of Build Up, the damage you can do in 10 seconds with Throw Spines, Spine Burst, and Ripper with the damage auras running the whole time is fantastic. And you don't need Tough until you start fighting Cimerorans, imo. Plus the end cost of running another high-cost toggle on an end-heavy build is very noticeable, and you may not have loads of +recovery IOs in place at level 30 to support it.
Oh yeah, I have one -knb IO slotted and another one or two lying around I can throw in, thanks. I plan on lots of frankenslotting for end reduction too. This is an old pre-IO character, around 40, now being kitted out with shiny IOs.

Go with Multi strikes that way you do not need to fraken slot you will get with lvl 45 ones 70% acc 97% dmg 88% end 46% rech
I used it in mine before I retired him quills + death shroud + ripper + spineburst and if you want dark regen
but just the 1st 4 gives you an extra 6.2% defense to melee and aoe and they are cheap running about 1-2million a multistrike and the most commons ones to fine for them
Just my suggestion on IO's for cheap and effective

I would take BU at 28 and push Tough out. My Spines/DA does fine without Tough and only modest (~18%) defense.
If I understood in one of your posts that the character is already 40, then build up at 38 is fine, especially if you have no expectations for it exemped at any point along the line. Otherwise, if you're still leveling, 28 might be more reasonable so that you have it available for Throw Spines when it comes up, and, in the event you exemp for any reason below 38, you'll have some extra burst to make up for anything you loose 30-38 if you go below that range. I took Build Up at (amusingly) 28 myself years ago for my Spindle back in I8.

Yeah, he's 39 or 40. But I'm respeccing anyway so I could move it earlier for exemplaring (I do a lot of exemplaring).
I'd be willing to take it very early, like 8, but am loathe to give up any of the other things I get early. I guess no miraculous build plan will allow that. Thus my "pull rabbits out of hats" comment. I may have to bite the bullet and take it at 28 like you say.

Well when you hit the 5 year reward you can take a travel power at 6 and skip the prerequisite I do not hit it until fall

Unless you use cloak of darkness myself I can not take it gives me a migraine so I have no choice

I'd say that it depends on your playing style. If you use Build up all the time, then try and get it earlier. Personally, I usually pick it up in the 40s for non-stalker/tanker melee characters.

May I suggest replacing it with super jump? With all the temp powers out there, you could easily replace SJ with one of them when you ex down. Dont think you'd miss it too much.

Here's my layout for a basic PVE Spines/Dark build. I want to get the defensive powers of Dark Regeneration, Tough, and Oppressive Gloom as early as is reasonable for survivability. Despite my interest in making the character survivable, my IO build will focus on +recharge (to keep Dark Regen available and to resist slows somewhat) and +regen, not necessarily defense bonuses (I've just built two soft-capped defense characters and I want to do this one differently).
This build captures all the things I want...except it winds up forcing Build Up to be very late. I like Build Up and I know burst damage is helpful; I just balk at replacing any of the earlier powers to take Build Up sooner.

I guess I could take Build Up at 28 and bump Tough to 38, but I really hate to take it so late. I can make myself get by without Build Up to have the powers I want, and enjoy adding BU as the final touch, so to speak, but when I exemplar down I recognize how much it would help in the lower levels.
Any suggestions or rabbits pulled out of hats are welcomed.
