Valkyrie costume pack question
Costume parts are just that: costume parts. No costume part allows you new abilities like flight.
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

The Valkyrie wings don't allow flight. The characters you saw may have been Peacebringers, who start the game with flight, or they may have been using the Good vs. Evil Edition jump pack.
It's also possible to purchase a special $20 monthly card for the game, which gives a 30-day jetpack. You can get the same for $5 from the online store. That gives the jetpack to all your characters, and allows full flight.
It's not all that common, but you might have seen someone with it.
I think Doomhawk's right, though. You probably saw a Peacebringer.
If you have a Level 50 hero, you unlock two Epic ATs, Peacebringers and Warshades. Peacebringers get flight for free, Warshades get teleport.
(Level 50 villains unlock the Villain Epic ATs, but those don't get free travel powers)

There is a goodie that comes with with the Valkyrie pack, a mission TP'er. You can use it ever 30 minutes, and makes getting to missions in hard to reach places like Dark Astoria a breeze.

When did they change the recharge on the Mission Porter down from 2 hours?

They didn't, Mizzer is mistaken.
-however- you can switch builds every 15 minutes, which recharges all your powers - including the mission teleporter.
I know that wings you invent/unlock don't allow for flight, but if you purchase the Valkyrie goodie pack does it allow for it when you first start off? I only ask because I have seen several people in the tutorial with the Valkyrie type wings on thier character flying around "Outbreak" and was wondering if this was because of the godie pack, or if it was something they obtained for having a lvl 50 character?
