Would this make a Good Kat/WP build?
I have what I consider to be a decent Kat/WP build and there are a couple of things that stick out to me with your build as it presently stands.
The first is the cost. Three purple sets and at least three LoTGs is certainly going to cost a fair bit of inf. You've been around for a few years so I'm betting you already know this, but just thought I'd point it out for any lurkers who might be new to scrappers and/or the cost of IOs.
The next issue I see is with your first power choice. For optimal DPS, you'll more than likely want to switch out SotW for GC and put an Achilles: Chance for Res Debuff proc in it. This will give you a nice boost to your damage output and make it so your other powers also hit harder. Using GC every other attack makes sure the proc is active for pretty much the duration of any long-term fight you engage in.
I question your decision to go after the APP powers and neglect the Fighting pool. You'll have some nice offense, sure, but whether you'll be around long enough to use the powers may be questionable if your desire is to go after higher end content. If more challenging content is your desire, you'll want the Tough and Weave.
Depending on how many toggles you have running, especially if you take the fighting pool, you're going to need stamina. If you build right, you should be able to run a chain of DA-GC-GD-GC-SD-GC without any problems.
Anyway, Kat/WP is a fun set to play, these are just the glaring things that you might want to iron out to make the build viable for long-term use.
None of your attacks or defenses are 6 slotted, you are missing the reason to slot with Obliteration, Multi-strike, Makos, Titaniums or Red Fortunes. Each one of those gives you a 1.8 to 3.75 defense in Melee or Ranged. Six slot your shelds and attacks and you get a 30% to 35% defense in Ranged and Melee. With just one Parry you are soft capped for melee too
Between SotW and GC, GC is actually the better attack considering DPA. It gets even better when you consider that, because it's faster, it allows for less down time between your higher DPA attacks and a greater contribution from procs.
Something else to consider is that, while +recharge is great, it's not really all that needed for either Katana or Willpower. The most recharge intensive power for the "optimum" Katana attack string (GC>GD>GC>SD) is Golden Dragonfly and it requires 249% +recharge (it only requires 89% in GC and 135% in SD). However, since you're more than likely to want to use DA in there with the a slightly less optimal attack string (DA>GC>GD>GC>SD>GC), you'd only need 102% +rech in GD and the same 89% in GC (SD drops to 42% and DA has none whatsoever). Since Willpower doesn't directly benefit from +recharge in any way (SoW isn't affected by recharge modifications), you're getting a lot of recharge that isn't particularly valuable.
The set bonuses you're better off aiming for are +hp and +defense (choose either typed or positional for best effect). You've already got loads of +regen so it contributes markedly less comparatively than it would for lower regen builds, but +hp multiplies the effect of your current regen, making your substantial hp/sec even more substantial. IO set bonuses for resistance are utterly pathetic (half the value of +def; they provide have the mitigation per point and aren't particularly diversified), so you're going to want to avoid those like the plague.
This is a post I made a few weeks back, it shows how you can make a really sturdy Scrapper for minimal Inf. He is now 48 and I have spent a grand total of 33 mil inf and 375 merits ( saved while leveling ). I quite happily spot tanked AV's on Maria Jenkins AV arc for a team of 6 and felt nearly as sturdy as my multi million Inf Fire tank.

The cost of the build isn't really an issue at this point as I have all the IOs already.
I noticed while playing over the past few days that recharge isn't really important so I may drop Hasten and adjust the sets for better defense and less recharge.

A quick note before your next build:
Remember that Fast Healing and Quick Recovery are stronger than Health and Stamina respectively. That means that you should take the former powers before the latter and ensure that they are enhanced at least as well. In addition, it's best to have the Numina (and RTissue, if you use it) unique(s) in a well-enhanced power as it does benefit.
