Presence power pool: some questions
It is a very popular tactic.
It is for solo and group play. Your survivabilty in both scenarios dramatically increases thus making you more effective, even if you are focusing on your secondary. Provoking while on teams helps to keep the threat prioritized to you in case a pet pulls aggro.
The fear powers are pretty terrible. Get them if you want another control option, but there are far far better ways to get control powers. The aoe taunt is the gem of the set. It's pretty much the only power anyone takes from that set.

THanks, now I've got the desire to prove this wrong by making a character that takes the entire pool.

Just like after someone said no one plays ice/mace tankers I went out and made one.

Actually, the single target taunt is nice too. I prefer it over the AoE for AV soloing since it recharges much faster... alternate spamming Challenge and Web Grenade to keep an AV permanantly taunted and stuck at range. Provoke is great for tanking general spawns though.
Cascade, level 50 Blaster (NRG/NRG since before it was cool)
Mechmeister, level 50 Bots / Traps MM
FAR too many non-50 alts to name

The Scavenger Hunt: 187076
The Instant Lair Delivery Service: 206636
is it only a useful tactic if you have a self heal?
If you combine the taunt with Body Guard mode, then ( with some practice) you can out tank a Tank.

Purple Drink plays a level 50 Ice/Mace that he PvPs with.
i noticed in a few posts about taking the Presence pool and using it while in defensive mode.
i am new to MM so i am wondering how useful this option is and how popular a tactic it is. is this mainly for MM solo play?
is it worth getting the fear powers, or just the aoe taunt?
