Getting a skipped contact to be a Store
I am not sure but it sounds like you are asking about the store contacts you find in Brickstown and Founders Falls that require you to run a mission before they will sell you anything? If so the answer is no .. I tried that before and once you out level them you are done.
Not even sure if it applies to regular contacts you travel back through time to run their arcs but it may. Some of those arcs are pretty long and you are on a TASK FORCE so to speak so you lose touch with any other contacts. At that point aside from buying Inspirations at Pocket D no one else will talk to you. Of course if you belong to a good SG you can pick them up there using the Inspiration Collectors or, If they have one, buying blues and greens in base through an Auto Doc.

Well, here is an example. I am running with my vg and we are all the way out by Technician Naylor in Nerva. I am full of enhancments I would rather just seel, and recipes I have no use for. Now, I have characters that have Naylor as a contact, that I can sell my overloaded stuff to. But, my current character does not. I missed picking him up.
I know I can go into Oroboros and do a story arc for Naylor in the 35-40 range. I was just wondering if by doing the arc, I could open up the option to sell stuff to him. I just have no idea if it doable or not.

no you cannot. once you outlevel a contact there is no way to go back to them for this. even if you go through ouro's you still can't sell to them and all you might be able to do is pick up insp's while on the ouro flashback.

That's what I though Sharker thanks and Charnage your second post does make things clearer. Nope even doing their arc through time travel won't help you. While on it you MAY be able to buy some inspirations from the contact but once you complete the arc they disappear from your contact list. Sort of like they never existed to begin with so that won't reallu help you at all

I was running a character through my story arcs, and realized I missed a few that I simply out leveled.
Now, I know using Oroboros, I can go back a do a mission arc or two, but does that open up a missed contact so I can sell stuff like recipes and enhancments, as well as buying inspirations or does the that option not open up?
