It doesn't do anything for that. As for the second aim, if you have a kismet in your build its next to nothing in the tohit department. Add in you are running tactics and its a complete waste. I know to each his own and all but a bad power choice is a bad power choice.

Anything that has +res in it won't get effected by pb. Same reason is doesn't work on hoarfrost.

I have tested in at least 7 times with different builds in the arena with a friend. It does nearly nothing to anything other than a heal.

Keeping builds on the public forum is probably the best bet because you'll get a variety of opinions. I might know the numbers behind a lot of sets and powers but it's an entirely different thing to have actually played those combinations. The boards as a whole will offer more experience and advice than one person.

I assume so. But I was just gonna talk about the KB protection and such. Now is taking acro very highly suggested? It'd be nice to have but is it worth ditching the advantages of Scramble Thoughts? There's the set bonuses and then there's the overall benefit of having a small stun vs villies. Which I'm guessing slotted would keep them stunned for around nearly 4 seconds. Thats and easy swoop in, kb, then TF. Or possibly another few ranged attacks.
Also, as I look at the new pvp sets that are possible for Frozen Armor, the resist sets looks like a possible candidate over LoTG.
My reason to this is.. well.. okay
Gladiator's Armor: (Assuming you give it 5, you get) 2.5% recov, 2.25% max end,3kb protect pts., chance for repel resist (bleh), 5% status protect, small psi and toxic resist, 2.25 max health increase, and 10% slow resist
Yes, you lose a lotg 7.5 and +acc, but, you can replace the Guass. in tactis with Adjusted Targeting to nearly gain all that back. And you only lose .5 damage buff. All the while with pvp set numbers adding up +accolades, leaving you with capped hp.

On the topic of Gladiator's Armor... is it better to slot Frozen Armor with defense or resistance? I mean with the defense nerfs now-a-days (elusivity.. whatever) is it really helping much with the extra defense as compared to the possible resists?
Adding to the previous post, any well-slotted toon with +acc is gonna hit through a non-defense based toon. For the most part anyways.
Slotting the epic armor for +def is probably best (six slot it if you can and use two of the slots for -KB IOs). Whereas Frozen Armor gives defense to nearly everything, it only gives resistance to fire and cold damage, neither of which is particularly common anymore (Fire and Ice Blasters and Corruptors have been replaced with Sonic and Psi). As a squishy, every attack that doesn't hit you is a little bit longer you'll be able to stay alive until your teammates can get to you to help.

Slotting it for anything but set bonuses in general won't do much. Mine atm is slotted 3 pieces gladiator armor 2 lotgs 1 7.5 and a def/end and a kb io. You end up getting 7.5 rech 7pts of kb protection some good endurance bonuses and decent ehancement values.

That's kind of what I thought. But while slotting as ConFlict said, that leaves no room for a kismet +acc. Unless you were to slot that into Combat Jumping, in which, you must toggle on and off about every 10 seconds. That to me is a hassle in some situations, but if knockback is going to be that big of a deal soon to come I could see why it would be done.
That still leaves the issue of Scramble Thoughts vs. Acro. Unless someone can see somewhere else to fit Acrobatics in.

Every 2 minutes, and I like to stay in the practice of leaving cj on until I go pursuit/flee mode to help with immobile res.
Edit: scramble thoughts would be an easy no pick in my book. In particular if it is it or acro.
